Active Component (AC) Enlisted Rating Fit Definition • Fit: Skills (Rating) and experience (Paygrade) vs requirements where a senior may fill a junior but not vice versa Formulaic equation for calculating RCNFit Enlisted (Billets) Fit = Current on board by Rating and SJAPayband Current BA for each Rating and SJAPayband Notes: • Includes USN and FTS • Excess supervisor (E7-9) may fill a journeyman (E5-6) gap. Excess journeyman may fill an apprentice (E1-4) gap. Bodies may “roll down” to fill gaps, but not up. If there is an excess supervisor, no gap/excess journeyman, yet an apprentice gap, the excess supervisor “rolls down” to fill the apprentice gap. • Any portion of a rating/SJA payband manned above 100% in the Aggregate is not included in the Fit computation. Each rating/closed loop NEC is capped at 100% to prevent masking shortages in other ratings. • Includes all Closed Loop NECs • Excludes 0054, AN, FN, and SN

Formulaic equation for calculating RCN Fill Enlisted RCN Fill = All hands on board by Rating Current BA for each Rating Notes: • Fill manning (onboard/BA) can mask experience and skills gaps. • Includes 0054, AN, FN, and SN • Includes all Closed Loop NECs

  4. Current NEC Fit Definitions NEC Fit measures the percentage of Sailors DNEC’d that hold the NEC in their record against total NEC requirements at a given UIC. A senior may fill a junior but not vice versa. Formulaic equation for calculating NEC Fit NEC Fit = NEC Held/DNEC by Rating & SJA Payband Current NEC Requirements by Rating & SJA Payband Notes: DNEC’d Sailors are distributed by PERS 4 to a UIC to perform the functions of the NEC. Total NEC requirements are used instead of Billets Authorized because some billets have more than one NEC assigned. NEC Fit computed by SJA Payband. Any portion of NEC/Rating/Payband manned above 100% is not included in the computation 4

Current NEC Fit Business Rules • Excess may roll down to fill gaps but not up • 95XX Series (ie 9502 – Instructor, 9571 – Safety Tech) • If NEC Manual does not identify source rating, rating match is not a criteria in determining Fit • 0170 – Surface Rescue Swimmer • Do not need to be DNEC’d, do not require rating match and do not need to be in the correct payband. Count as Fit all NECs held • Multiple source rating • If NEC manual identifies multiple source ratings, count as Fit any Sailor in rating identified in NEC manual and in the correct payband • Any portion of NEC/Rating/Payband manned above 100% is not included in computation • Excludes Closed Loop NECs (measured w/Rating Fit) and pseudo NECs (ie 0054) 5

NEC Fill Definition NEC Fill measures the percentage of Sailors DNEC’d that hold the NEC in their record plus Sailors that hold NEC in Rate Inventory against total NEC requirements at a given UIC. Formulaic equation for calculating NEC Fill NEC Fill = DNEC/Held + (Held in Rate Inv) Current NEC Requirements Notes: DNEC’d Sailors are distributed by PERS 4 to a UIC to perform the functions of the NEC Total NEC requirements are used instead of Billets Authorized because some billets have more than one NEC assigned Any portion of NEC/Rating manned above 100% is not in the computation 6
