Funding Process • Institution – Title I Survey of Children in Local Institutions (no longer PDE 3048) • PDE – Aggregate Data • USDE – Determination of Funds (requested budget line, not dependent on “Title I Survey of Children in Local Institutions” ) • PDE – Assignment of Allocations • LEA – Acceptance of Institution Program • LEA – EGRANT Application • LEA/Institution – Formal Agreement • LEA/Institution - Program

Caseload Data Qualifications • Adjudicated delinquent and/or dependent • Children aged 5 through 17 at least one day during the reporting window AND during their stay • In a 24hr residential institution for neglected or delinquent children • No longer 30 consecutive days. Separate committals count twice • PDE’s 30 day window – October 31st – November 29th • Online “Title I Survey of Children in Local Institutions” caseload section of reporting system will automatically determine eligibility

Program EvaluationsPart D, Subpart 2, Section 1431(a) • Each state agency or LEA that conducts a prevention & intervention program for children & youth who are neglected, delinquent, or at risk under Part D, subparts 1 & 2 must evaluate the program, disaggregating data on participation by sex and if feasible, by race, ethnicity and age not less than once every 3 years to determine part D’s impact on the ability of participants to:

  14. Maintain and improve educational achievement by using multiple and appropriate evaluation measures; • Accrue school credits that meet state requirements for grade promotion and secondary school graduation;

  15. Make the transition to a regular program or the education program operated by an LEA; and • Complete secondary school (or secondary school equivalency requirements) and obtain employment after leaving the institution. • In conducting each evaluation, a state agency & LEA shall use multiple & appropriate measures of student progress.

  16. Each state agency & LEA shall: • Submit evaluation results to the state educational agency; and • Use the results of evaluations to plan & improve subsequent programs for participating children & youth. • Develop/Disseminate Reporting Instrument

For this purpose we have developed a reporting instrument that: • Is accessible through the internet for online reporting • Is available to all LEAs and institutions • Has comprehensive data management capability • Data files are encoded and protected by security codes to protect client confidentiality.

Reporting System –New System • No old data has been transferred from the old system • Old system will remain active as an archive • Each facility must report – no rolling up of data • Each person using the system is assigned a unique username and password for each facility he/she accesses • Username/password recovery option

Reporting System –New System • Master users of each facility maintains users • Students are shared across the state and entered only once into the system • Data entry in the form of a wizard • Only required questions are asked • May not be prompted for all questions • Automatic email capabilities • Includes “Title I Survey of Children in Local Institutions” and reporting information

Purpose • To provide technical assistance & guidance to PDE as it relates to the implementation of Title I services throughout the state. • To provide technical assistance & support to those institutions that operate Title I programs. • To maintain the statewide data reporting system for Title I, Part D Subparts 1 & 2. • To maintain rapport with USDE for the purpose of advocating Title I programs in Pennsylvania
