  3. Session Objectives To give information on the new Standards for Health Services in Wales To discuss how teams / services can use the Standards To consider the value of using the Standards

Governance: • Responsibility for quality: On behalf of NHS Trust Boards, Chief Executives will be held accountable for assuring the quality of NHS Trust Services and will provide their boards with regular reports on quality in the same way as they do for finance. • Quality Care and Clinical Excellence Paragraph 4

Accountability agreement for Chairs of new Health Boards 2009 • “In taking up this role, I accept that I will be held personally accountable for the performance of [insert name] LHB through my leadership of the Board. This includes ensuring: • ……….the delivery of high quality, safe services in accordance with the Healthcare Standards set for Wales …………..

  6. Governance • Quality improvement work should start with a statement of standards.

  7. Legal basis: Health and Social Care (Community Health and Standards) Act 2003 Section 47 • Prepare and publish statements of standards • -Keep the standards under review, consult and publish • amend standards where appropriate • -Standards are to be taken into account by Welsh NHS bodies • First published in 2005 for all of NHS Wales • Reviewed in relation to NHS Reform • Align with National Minimum Standards

  8. Governance and the Standards • The standards: • are at the heart of the 5-year strategic framework for the NHS • are key to underpinning the vision, values, governance and accountability framework for the new NHS Wales; E governance manual

  9. drive continuous improvement in the quality and experience of services and care that citizens of Wales have a reasonable right to expect; • provide a key tool, alongside the learning from the 1000 Lives Campaign and other initiatives to drive continuous improvement; E governance manual

  10. support us in making changes and improvements at the front line of care to improve our performance and in our drive to reduce harm, waste and variation within and across our services. E governance manual

  11. Annual Operating Framework • The Standards for Health Services in Wales (SHS) are now embedded in the Annual Operating Framework. • Reduce waste, harm and variation

  12. How they are used: • A means of self assessment • As an important part of the organisation’s statement of internal control. • As an integral part of the NHS Performance Improvement Framework and the Annual Operating Framework • To link with other standards including links with professional / clinical standards

  13. To work best: • the Standards must be embedded in services at all levels – teams, practices, departments, etc.

  14. How teams, departments, directorates and divisions can use the Standards • assess for themselves how well they currently meet them; • learn by benchmarking with others and sharing good practice; • map against professional standards; • make changes to further improve quality and safety.

  15. How Boards use them: • 14. Boards, clinical leaders and managers should use the standards and self-assess against them at all levels and across all activities as a key source of assurance to enable them to determine what areas are doing well and those that may need to do better.   16. The standards give board members, particularly independent members, • A framework for planning and providing services • A common language • A measurement tool • Information as to whether the organisation is working well • Help to exercise their corporate responsibility.

  18. How can the Standards for Health Services be embedded into your Programme Areas within your Trust and in Health Boards?

  19. In Public Health Wales: How will you self assess your service/department against the standards that apply? How will you act to ensure that your service/department will comply with the standards? How will you assure your Board of your service/departments compliance?
