  3. 1. The process (1/3) • The driver: strong EU developments in the hospital sector. From subsidiarity principle only to: • Patient mobility • Workers’ mobility • Cross-border provision • Demographic and economic challenges

  4. 1. The process (2/3) • The first step: EU funded conference by Danish Trade unions and employers in 2000 • EPSU and CEEP healthcare members establish informal contacts • 2002: A step towards formalization. Setting up the Joint Representative Task Force

  5. 1.The process (3/3) • From 2002 to 2004: the JRTF regularly meets and set the scope of the social dialogue • The process is ready for formalization but… • It takes two to tango

  6. 2. The actors (1/2) • A clearly organised trade union side: EPSU • A political commitment on the employers side: healthcare and hospital members in CEEP

The actors (2/2) • From commitment to reality: HOSPEEM • Set up in September 2005 • Gathering hospital and healthcare sector employers, however organized at national, regional and local level, provided they have a negotiating power • Aiming at setting up with their counterpart an autonomous frame for management and labour in the hospital and healthcare sector

  8. 3. The results (1/2) • EPSU and HOSPEEM joint request to EU Commission for SDC opening • Representativity check: the two parties are recognized representative social partners for their sector in July 2006 • The sectoral social dialogue committee officially launched in September 2006

  9. 3. Results (2/2) • 2006-2007 autonomous work programme, built around 3 themes: • Recruitment and Retention • The ageing workforce • New Skill Needs • Active part in EU consultations from DG employment and DG SANCO
