  3. The Purpose of CEMHS Design and Develop California Emergency Management and Homeland Security Education and Training Programs and Partnerships in K-12 and Postsecondary Education

  4. California K-12 Education • There are 1,043 school districts. • 7.075 million K-12 students in Public/Charter/Private Schools. • There are 361,523 K-12 Teachers in Public/Charter/Private Schools. Total7.44 million K-12 Students and Teachers (Note: Staff #s not included)

  5. California Postsecondary Education and Training • 551 Community Colleges/Public/ Private Universities with 4.5 million students. • 385,000 College/University Faculty • Total 4.89 million Students and Faculty in Community Colleges/Public /Private Universities (Note: does not include Staff #s).

  6. Comparison and Statistics • There are 12.4 million students and faculty in Ca K-12 and Postsecondary education. • Larger than the total population of 44 states! • There are 39.9 (mil.) CA residents; and 309.4 (mil.) U.S. residents (2009) • 31% of CA residents attend/teach at education institutions (4% of total US population). • Thus, it is critical to enhance state-wide EM-HS academic programs and campus preparedness at all levels of education.

A Summary of Cal EM-HS Academic Programs (2010) • One Associate Degree Program in EM • No Bachelors Degree Programs in public universities; related programs (Security Studies) at 2 private ones. • Masters Degree Programs: SDSU (HS), CSULB (ESA), San Jose State (Transportation Management). • Certificates: Fresno State, Cal Poly SLO, SJSU, Sac. State, Cal Maritime Academy

  8. CEMHS Objectives • #1. Design and develop a “vertical track” of seamless, coordinated, and standardized EM and HS education and training programs for K-12 and Post-secondary ed. • #2. Enhance campus, student, faculty, and staff preparedness and response. • #3. Support the needs of the EM-HS Academic and Professional Communities.

  9. CEMHS Initiatives • In 2010, CEMHS received funding from the California Emergency Management Agency to Develop: • “The California Emergency Management (EM) and Homeland Security (HS) Education and Training Strategic Initiative.”

  10. CEMHS Strategic Initiative • The Strategic Initiative sketches an outline and blueprint to guide and develop a “vertical track” of seamless, standardized, and portable Emergency Management and Homeland Security education and training programs at all levels of education statewide.

  11. The Strategic Initiative • These outlines or blueprints take the form of “templates” and “best practices” for a replicatable EM-HS model curriculum for utilization by campuses interested in developing and offering these programs and courses.   12. Levels of Education Include: • K-12 Education • Associate degree/certificate programs • Bachelor degree/certificate programs • Master degree/certificate programs • Ph.D. degree programs • Training and certification programs

  14. MS in Emergency Services Administration (EMER) Initiated Fall 2009 Housed in Criminal Justice Multidepartmental, interdisciplinary - Crosses 3 colleges and 8 departments; practitioner faculty across the country Delivered exclusively online, both synchronous and asynchronous

EMER Curriculum 37 units: 25 core and 12 elective Core built from principles of emergency management Emphasis on writing, library research, group collaboration, e-learning and social networking, critical thinking throughout Curriculum integrated across courses Certificates in public policy management, emergency management, and international emergency management

  16. Collaboration and Project Driven Assignments encourage group work E-Portfolio required Digital simulation integrated into coursework Group Project or Thesis required; delivered and recorded through digital video in real-time
