CARICOM Major Initiatives and Assessments • Preparation by the Standing Committee of Caribbean Statisticians (SCCS) and the Secretariat of a Regional Statistical Work Programme (RSWP) and a Resolution on Statistical Capacity; • Approval of the RSWP and passing of the Resolution by the Community Council of Ministers in 2005; • Establishment of the Advisory Group on Statistics to enable implementation of the RSWP.

CARICOM Major Initiatives and Assessments • Caribbean Integration Support Programme (CISP) overall context: • The Statistical Component is one of several Project activities of the Caribbean Integration Support Programme (CISP) funded by the European Union under the Ninth European Development Fund (9th EDF) amounting to 3.3 Mn euros • The overall objective of the support is to contribute to the intensification of the Regional Integration Process; • There are number of expected results such as: • the Legal and Institutional framework of the CARICOM Single Market and Economy (CSME) established and consolidated; • Framework for macroeconomic and sectoral policy coordination developed and improved; • CSME administrative capacities at national and regional levels supported.

CARICOM Major Initiatives and Assessments • Inter-American Development Bank (IDB) – Common Framework for Statistics Production: • Overall Objective • To discuss and prepare a diagnostic of regional statistical capacity and an implementation plan for the RSWP. • Component I - Implementation Plan production which is aimed at undertaking/reviewing assessments of the National Statistical Offices/Systems in Member Countries as a basis of identifying gaps and developing a five-year implementation plan for the Regional Statistical Work Programme; • Component II – Collective Action to Address Common Issues in Statistics Legislation, is to contribute to the development of key regulations affecting statistics, such as coordination of the national statistical system, obligations to provide data and confidentiality issues; • Component III- A Common Approach to Data Warehousing and Archiving which will prepare a regional framework for the warehousing, archiving and dissemination of statistics.

CARICOM Major Initiatives and Assessments • The major objective of the statistical component under the CISP is: • To provide the decision-makers of CARICOM with the information necessary to monitor and guide progress in the establishment and strengthening of the CSME. Key Result: • Improved and Harmonised Economic Statistics Developed and Disseminated.

  8. CARICOM Actual Project Activities supporting Economic Statistics Institutional Framework • Diagnostic Assessment under the IDB; • CARICOM/PARIS21 Training in National Strategies for the Development Statistics (NSDS); • Statistics Programming and preparation of NSDS;

  9. CARICOM Actual Project Activities supporting Economic Statistics Institutional Framework • Minimum Set of Activities of RSWP - Minimum Data Set, Indicators to be Encouraged, Priority activities; • High Level Advocacy Forum in Statistics; • Model Statistics Bill;

CARICOM Actual Project Activities supporting Economic Statistics Economic Statistics Framework: • Barbados Action Plan – Strategising for Economic Statistics; • Economic Statistics TA on Strengthening of Capacity of Economic Statistics –development of Economic Statistics Action Plan –CESAP; • Economic Statistics Assessment Meeting; • Technical Working Groups in National Accounts/TIS;

  11. CARICOM Actual Project Activities supporting Economic Statistics Economic Statistics Framework: • Trade in Services Project Activity; • Classifications Workshop – Supporting TA; • Help desk facility • Enhancement of Trade Information System (IDB and CISP- two phases, Eurotrace training)

CARICOM Actual Project Activities supporting Economic Statistics • Production of an Economic Statistics Action Plan CESAP- National Accounts; • Review of the Action Plan (CESAP) by the TWG; • National Accounts – Basic Data Production- focusing on Data Sources and Business Register Establishment/ Maintenance;

  13. CARICOM Actual Project Activities supporting Economic Statistics Data Organisation and Transmission: • Web-based Communication Infrastructure ; • Data Warehouse and Archiving; • Organisation and Use of Databases • Equipment and Software provision.

CARICOM Conclusions • Holistic Approach to SNA 2008 – part of the wider strategic framework for statistics ; • Institutional Capacity Building- Infrastructure, Staffing Resources, Legislation, Other statistical activities, surveys, Population Census; • User, Producer, Supplier Interaction at the national level; • Collaboration of Organisations/Development partners in facilitating the development and implementation of a strategic approach for SNA 2008 Implementation
