NENA’s 14th Annual Technical Conference January 21-24 in Nashville NG9-1-1 will be a major focus Joint TDC/ODC Opening session on NG9-1-1 NENA’s NG9-1-1 multi-year Project Plan will be overviewed TDC/ODC brochure with Registration material available at www.nena.org 2007 Technical Development Conference (TDC)

    4. NENA Technical Committee Administrative Document describing: Technical Committee Organizational Structure Document Development & Approval Processes available at www.nena.org 01-001 Update is Completed

    5. Network Technical Committee Highlights Chair: Tom Breen Vice-Chair: Anand Akundi

    6. Voice Circuit Standards WG - Joe Marino Address trunk group sizing guidelines Recommend a simple Poisson based method for calculating a P.01 GOS, and sizing trunk groups accordingly.

    7. Network Quality Assurance and Design WG - Ken Maynard & Jim Winegarden Re-publish a NENA Standard detailing Network Quality Assurance & Design, including a section on contingency planning and survivability. Work focuses on survivability and contingency planning

    8. Default Call Path WG – Bernard Brabant Goal is to develop a TID identifying various network arrangements for all types of default routing and overflow treatment in landline, VoIP and wireless technologies ECD is 3Q2006

    9. Geographic Number Portability WG Tom Hinkelman Goal is to create a list showing (the FCC) the impacts of GNP on E9-1-1 Work in progress – no ECD at this time

    10. Rate Center Consolidation WG Tom Hinkelman WG tabled in 2005 Reopened in 2006 to create a TID Work is nearing completion

    12. Legacy Interface (Gary Hutchins) Create new standard document Describe ALI communications “states”. Clarify legacy interface operation Status: Document Complete

    14. Expertise to be NENA’s authority on security issues Working on enhancing relationships with other committees Ahead: Develop NENA Security Standards Participate in characterizing security aspects of NENA’s next generation network. Status: TID Completed and Published

    15. CPE Specifications to support IP data and voice. Status: NENA Technical Requirements Document in Development

    17. NENA 02-502 NENA Company ID Registration Service Technical Information Document (TID) Approved 12/2005

    18. VDB/MSAG WG: Delaine Arnold 1st release of standard in public review Current Standardize validation rules between VDB & LIS and VPC & ERDB. Critical that validation results in the same MSAG valid address. Future Review existing quality measurements & audits to determine what is applicable for VDB/ERDB Operators Reports

    19. DBM WG – Erica Aubut Current Clarify the use of USPS Publication 28. Wireless and VoIP ALI Discrepancies VoIP NRF resolution process. Future Need a new process for distributing 9-1-1 data. Currently being done by NPA/NXX. Doesn’t work for LNP, Static VoIP or GNP.

    20. GIS WG: Erica Aubut Current Information finalized for new GIS data collection and maintenance standard. Starting review process. Future Revise GIS Data Model Version 1.0 Create GML format for GIS data model Version 1.0

    21. LNP WG: Judy Graham Current Currently discussing the pros & cons of the Unlock & Migrate vs. Delete & Insert FOC codes Future Which NENA ID goes on UNE-P service? Porting of a pilot/main number

    22. XML Data Exchange WG: Kim Leigh Current Creating a TID on XML namespaces. Adding FOCs to NENA 2.1, MSAG Data Exchange Finalizing VoIP Shell Record Future Update ACN format to agree with VEDS. Review ALI Response data format. eGov Initiatives. XML Transport

    29. i2 Standard Standard is entitled interim 9-1-1 solution for VoIP Service Providers NENA 08-001 Was completely ratified in late fall of 2005 Several lingering issues to be addressed by the authoring working group (migratory definition) to be covered under the i2.5.

    30. i3 Requirements Document Completed The i3 requirements document is completed Finalizing comments received First Technical Requirements Document completed within NENA Once fully ratified (awaiting complete committee review and admin input) it will be NENA 08-751

    31. More i3 Work External interfaces/architecture standard document is nearing completion Contributions and liaisons are being sent out to several other industry SDO’s Adding Appendix covering IP Network design and requirements for NG9-1-1 NEED MORE PARTICIPATION !!!

    32. Upcoming Work i2.5 work effort to continue Other i3 documents and standards to be released Interaction with development work in several other SDO’s Continue to lead in development of next generation emergency services efforts

NENA NG9-1-1 Interim and Long Term Impacts Input to several SDOs for coordination with IP Telecomm development Canadian CISC Report to CRTC names both NENA Interim Solution and i3 NG9-1-1 content as recommended path for Canada NENA NG9-1-1 definitions are expected to be primary input to the upcoming DoT NG9-1-1 Project (now at RFP level) in 2007-2008

NENA NG9-1-1 Interim and Long Term Impacts NENA Tech-Ops Joint Transition Plan WG (JTP WG) to start in October 2006 Preliminary `Considerations’ document to be provided for kickoff of the JTP WG Technical, PSAP, NG9-1-1 System operational Transition plans for various start points -> NG9-1-1 JTP WG will expand initial considerations and set work priorities First readout of status likely in January 2007 at TDC/ODC

NENA NG9-1-1 Interim and Long Term Impacts NENA Senior Staff to develop overall NG9-1-1 Project Plan starting Oct 10-11 Will encompass all current and major future activities to bring NG9-1-1 into actuality (see NG9-1-1 Activity Relationships diagram – next slide) First high level draft out for review in late November/early December

NENA 9-1-1 Center Operations Committee Update NENA IP Capable PSAP Features and Capabilities Standard revision has completed its technical/operations committees’ review Once the numerous comments are dealt with, it will begin its public review & comment period - expected final approval, mid November to early December 2006. NENA E9-1-1 Wireless Maintenance Call Routing & Testing Validation Standard has completed its public review & comment period. Once the numerous comments are dealt with , it will be submitted to NENA’s Standards Advisory Committee and the Executive Board for final approval. (This standard contains text which should provide closure language for ESIF issues 35 & 36 – processes when adding cell sites.) - expected final approval early November 2006

    38. NENA 9-1-1 Center Operations Committee Update NENA’s Operational Development Conference will be held January 21-24, 2007 in Nashville Addressing numerous NG9-1-1 issues from an operational perspective Issues to be addressed as part of operational standard development include: wireless voice blanking, dual-mode service (such as traditional wireless/WiFi), simultaneous ring, vehicular & personal telematics functional requirements, numerous issues related to voice, video and text-based services/devices with emergency services access (such as 9-1-1).

    39. NENA Future Path Plan and Compliance Review Process NENA Technical Lead Team believes that conversion to a NG9-1-1 Compliance Program is appropriate Work expected in early 2007

NENA’s NG E9-1-1 Program Accelerate NG9-1-1 as national project Partners - critical mass of 9-1-1 industry and new players Convergence of effort As foundation to other NG9-1-1 efforts, resolve enabling factors: Funding Policy Jurisdiction Data Access Location Identification/Call Routing Requirements and Standards Trials / demos Interoperability Disaster Planning Education at all levels

Education Discussed in all roundtables Importance to PSAPs, public safety, and public Message for NG9-1-1 We are evolving to improve future 9-1-1 Better 9-1-1 service for less money NG will help in 9-1-1 delivery to areas w/o Enhanced 9-1-1 and in deployment of Wireless Phase I and Phase II

    46. Education Target Audience Those who can implement NG 9-1-1 - Government agencies - Local & state associations - Emergency services/first responders - Industry Public is secondary as audience, but important (e.g. schools, AARP, civic orgs.)
