  4. 20 years before the Belgians decided to make Rwanda a colony, Rwanda was mainly controlled by a Tutsi monarchy. 1. • When Belgium made Rwanda a colony, they agitated the two ethnic groups. 3. • One main technique used was Corvée. 2. Background Information

In 1957, Parmehutu published the “Hutu Manifesto” 4. • When Belgium’s rule ended, most of the land went to the Tutsis whom created a republic government while the Hutus suffered mainly as slaves. 5. • Later, in 1973, killing Kayibanda, • Juvénal Habyarimana seized power. 6. Rwandan Genocide • Hutu militia groups set out to murder every Tutsi one could, no matter age or gender. • The mayor of the northwestern town of Gisenyi,on April 6, called a meeting to distribute arms and sent militias to kill all Tutsis. • The Hutu militia put up hundreds of roadblocks around the country. • Most of the victims were killed in their own villages or in towns, often by their neighbors and fellow villagers. • One in fourteen people were murdered. 800,000 people dead.

  8. Argument • The Rwandan Genocide should have been dealt with more responsibly.

Supporting Ideas • Many people knew of what was about to happen but did nothing about the hostile environment. • The United Nations was put in place of the League of Nations after WWII as a peacemaker between countries but in dealing with the Rwandan Genocide, they failed. • The United Nations was also told many times by Rwanda itself, that the violence was drastically increasing and the UN still didn’t put any plans in action to decrease the violence and chance of war.
