  1. SWADHAR AND SHORT STAY HOME SCHEMES • Short Stay Home for women and girls was introduced as a social defence mechanism, by the Ministry of Social Welfare in 1969. • Swadhar Scheme was launched by the Department of Women and Child Developmentin 2001-02.

Objectives • Schemes provide: • Temporary accommodation, maintenance and rehabilitative services to women and girls rendered homeless due to family discord, crime, violence, mental stress, social ostracism or are being forced into prostitution and are in moral danger; • Under SSH Scheme, vocational training is also provided to the inmates of the home for their proper rehabilitation

  3. NUMBER OF SWADHAR HOMES, SHORT STAY HOMES AND WOMEN HELPLINES IN THE COUNTRY As on date, 336 swadhar homes, 350 short stay homes and 233 women helplines are functioning across the country. At a time, about 29000 women can be accommodated in these shelter homes.

ISSUES FOR DISCUSSION • (For New Proposals) • State Governments are forwarding the Proposals of the NGOs for setting up of new swadhar homes without checking their credibility, experience, antecedents and requisite documents etc. • Proposals for setting up of new swadhar homes are being forwarded without the need based assessment of the district and availability of the targeted beneficiaries etc. • Further, States are forwarding new proposals for the districts where one or more swadhar homes/short stay homes are already functioning.

  6. For Ongoing Swadhar Homes • Recommendations are not received on time. • Inspection Reports are not filled in properly • Requisite documents are not received from the state governments/implementing agencies
