Introduction • This presentation serves as summary report for the first Peer Support Group meeting organized as part of the regional UNDAF TOT Workshop that took place in Bratislava from 16 to 20 March 2009. • The overall objective of the PSG meeting was to improve the regional support to UN Country Teams during the entire process of CCA/UNDAF formulation in 2009. This meeting also represented a unique opportunity for PSG members to meet for the first time and interact with staff from Country Teams. • Agencies represented at the meeting: ILO, IOM, UNAIDS, UNCTAD, UNDP, UNECE, UNEP, UNFPA, UNIDO, UNIFEM, UNODC, WHO.

Main Agenda Items • CCA/UNDAF support structure: RDT, DOCO, PSG, UNSSC • CCA/UNDAF process in CEE&CIS • Lessons learned from 2008 roll-outs • Reflections on 2008 process and the quality of CCA/UNDAFs • Quality of UNDAFs/ good practices • UNCT Survey results • Review of CCA and UNDAF quality assurance checklists • Revisiting the role of QSA/PSG • Recommendations for 2009 • Note: PSG members also attended selected UNDAF TOT sessions, related in particular to the UNDAF core principles

PSG Meeting: Main Outcomes • First opportunity for direct interaction • Clarification among participants on PSG role and responsibilities • PSG primary function is Quality Assurance. • Role of PSG is not to engage into country programming issues. Programmatic discussions should take place bilaterally between the UN agency concerned and the UNCT. • Common understanding of the CCA/UNDAF process • Knowledge on the application of the UNDAF core principles • Review of possible division of responsibilities during the process • Identification of specific knowledge and expertise in core principles or thematic areas among PSG members

Role of PSG – Brief outline Accompany and support UNCTs during their analytic work and UNDAF development process Review the support needs of the UNCTs in collaboration with DOCO and UNSSC Ensure application of current CCA/UNDAF guidelines in common programming documents Disseminate good examples and lessons learned

Lessons learned from 2008 Different level of preparedness in each country Different set of mechanisms set by Country Teams to oversee and implement the process Involvement of partners and their buy-in of the UNDAF process varies Heavy reliance on external consultants Perception of the UNDAF formulation as a 3 day exercise rather than a “process” and high expectations set for facilitators Need for good examples / best practices

Lessons learned from 2008 Countries that have skipped certain stages during the process faced difficulties during UNDAF formulation Additional work is needed for UNCTs to sensitize partners and UN family on the UN Reform and CCA/UNDAF process prior to workshops Need to tailor workshops to the needs of Country Teams and partners; knowledge of facilitation team of a country context Varied knowledge and understanding of common programming principles Reluctance of UN agencies to commit at output level
