Equip and Maintain TeamFinal Strategic Goal Goal: Fully integrate mission, community and environmental considerations into fiscal, purchasing, property and contracting business practices to transform DMVA into a sustainable organization. End State: • A modernized DMVA that takes advantage of emerging technologies. • Decision makers have institutionalized sustainability into all DMVA operations Benefits: • Reduce costs • Stimulates statewide economic development • Provides access to emerging technologies • Provides real time access to green products from appropriate vendors • Provides lifecycle management of the material into and out of the inventory system and maximizes value to PA • Procurement is no longer limited by adherence to past practice and/or lack of knowledge of available sustainable products. Timeframe: 2017

Facilities Final Strategic Goal Consolidate, continually improve, and/or replace existing facilities with Joint, ATFP-compliant, campus-style, ARNG & ANG complexes. Continually improve VA homes & school facilities. All facilities will be adaptable, strategically located, resource-independent, & sustainable.

END STATE: Interoperability between Army National Guard, Air National Guard and Commonwealth of Pennsylvania computer networks ISSUES ADDRESSED: Demand for Services, Community Outreach, Interoperability of Computer Networks, Internal/External Communications, Information Sharing, Staff Coordination Leveraged by Interoperability of Computer Networks TIMEFRAME: • Establish 2 “IT Specialist” FTEs – 6-9 months • Policy changes – 12-24 months • Collaborative portal technology – 12-24 months • Establish business partner relationships / authorizations (J6) – 24 months (FY09 (and beyond) funding for hardware & license fee) • Full implementation – 5 years and ongoing

Communications & Outreach Final Strategic Goal #2 - VETS • GOAL: Enhance public perception of the PNG/DMVA to ensure positive, cooperative relationships with local communities and other stakeholders across the commonwealth through the VETS program. • END STATE: Within the Commonwealth of PA, emplace a sustainable, dynamic, public outreach program that fosters meaningful, regular and two-way communication, recognizing the PNG/DMVA is a Valued, Engaged, Trained, and Supported (VETS) part of the entire PA community. • Valued – PNG/DMVA is a critical component of the PA community • Engaged – PNG is engaged locally, regionally, and statewide • Trained – PNG provides trained, ready resources for the State’s employers • Supported – PNG supports PA communities and in return, PA communities support the PNG

Train the Joint Force Team Final Strategic Goal – Slide 1 Goal: PANG’s flexible, expansive, fully integrated training platforms support current and future missions, organizational structures, and technologies to remain a viable resource for DOD and the Governor, utilizing tools such as the Army Compatible Use Buffer (ACUB) and the Joint Land Use Study (JLUS) programs. End State: PANG is a cohesive, efficient and viable organization that utilizes and protects all present and future resources for the full spectrum of military training supporting mission requirements of DOD and the Governor. Summary of Issues Addressed: Expansion, effective partnerships, security requirements, new missions, increased OPTEMPO, limited training areas, Land Use Planning/Encroachment, leveraging technology, acquisition of new training assets.
