  2. In 1998 voters in California passes a .50 Tax on all tobacco products with the proceeds to go to California’s children 0-5 years old. This tax created and is administered by, “First 5 California” http://www.first5california.com. A Little History

  3. First Five California's mission Statement: "By 2012, be recognized as California's unequivocal voice for children 0 to 5 to ensure greater equity in their readiness for school.” The Big Picture

  4. The “First 5 California commission” then distributes the funds locally to the 58 counties in California, where it is administered by county first five programs. Each county does this in its own way. In Siskiyou County, “First 5 Siskiyou,http://www.first5siskiyou.org/” funds many “Community Resource Centers” around the county; there is a local resource center in most communities.
