They are enrolled in the Voluntary Leave Transfer Program. This program allows civilian employees who meet eligibility requirements to receive annual leave donations from other employees to help defray the loss of income during a medical emergency.

If you are a Civilian Appropriated Fund employee, you can help by donating annual leave. Donations can be made to any or all employees listed, by completing OPM630A donation form. http://www.opm.gov/forms/pdf_fill/opm630a.pdf This form is also available at your organization's administration office or the CPAC. If you wish to donate to more than one employee, indicate how many hours you wish to donate to each employee.
