Light Footprint Urban Environments KEY QUESTIONS 1 ) How do cities deal with the complexity of managing both the morphological and functional city regions which are cleaved by national, regional and local administrative boundaries? • How can cities develop forms of governance appropriate to functional and morphological city regions at supra municipality level in order to manage environmental questions (considering possible differences in approach with regard to morphological, functional & administrative urban areas, relevant spatial scales, partition of competences... ) ? • What are the important obstacles to achieving effective, integrated environmental management for cities, which require to be recognised, understood and countered ?
