MINISTRY OF INDUSTRY TRADE AND TOURISM • Role In Standards • To develop Standards that are supporting Sustainable Development Goals (SDG) in particular SDG 9 – Industry, Innovation and Infrastructure. This is to make cities and human settlement inclusive, safe , resilient and sustainable • The National Standards Body (NSB) under the Department of National Trade Measurement and Standards (DNTMS) has membership/affiliation of ISO, IEC, PASC, OIMC, APMP • MOU with Standards Australia allowing Australian Standards to be modified into Fiji Standards

  3. OBJECTIVES • Promote understanding of importance of Fijian Building Standards and the FNBC • Propose Building Standards as per our country’s needs • Discuss issues pertaining to building Materials to ensure quality materials are imported and manufactured into the Fijian Market

  4. RESPONSIBILITIES • Preparing /reviewing the required Building Standards • Contributing technical expertise to national / international standardisation activities • Being impartial and broadly representing national interests and priorities • International and Fiji’s principle of transparency and consensus • Working towards alignment with existing International Standards wherever practical and relevant • Fully and impartially considering public comments on drafts

  5. STANDARD DEVELOPMENT PROCESS(11 MONTHS EST)STANDARDS DEVELOPMENT/REVIEW/ADOPTION Follows International Best Practice 1. Preliminary Stage (1 month) 2. Proposal to TSAC and Publication Stage (2 months) 3. Preparatory Stage (1 month) 4. Committee Stage (1 month) 5. Enquiry Stage (3 months) 6. Approval Stage (1 month) 7. Publication Stage (2 months)

  6. FIJI STANDARDS DEVELOPMENT • Latest versions and / or amendments review • Recommendations generally as adopt latest revisions, adopt latest revisions with amendments, adopt amendments if there is a market need • Status of reviews

  7. APPROVED BUILDING STANDARDS • FS AS/NZS 4474.1.2007 Performance of household electrical appliances – Refrigerating appliances – energy consumption and performance

  8. APPROVED BUILDING STANDARDS • FS AS /NZS 4474.2.2007 Performance of household electrical appliances – Refrigerating appliances – energy labelling and minimum energy standard

  9. APPROVED BUILDING STANDARDS • FS 4:1998 Steel bars for the reinforcing of concrete – covers the requirements for plain and deformed round steel bars for reinforcement of concrete with two grades Grade 300 and Grade 430 defined (text adopted from NZS 3402:1989)

  10. APPROVED BUILDING STANDARDS • FJS 2334:1998 Steel Nails – Metric Series (Text of AS 2334 -1980 Steel Nails – Metric Series has been adopted with modification)

  11. APPROVED BUILDING STANDARDS • FS12-1 2018 Roof Sarking Foil Pliable building membranes and underlays Part 1 : Requirements (adapted primarily from AS/NZS 4201:1994 Part 1-6 Pliable Membranes and Underlays Method of Tests)

  12. APPROVED BUILDING STANDARDS • FS AS 1562:1998 (Adopted from AS 1562 :1992 Sheet Roof and Wall Clad Materials with amendments

  13. BUILDING STANDARDS WORK IN PROGRESS • Addition of Energy Efficiency Section into the FNBC • ISO 50001:2018 Standard for Energy Management Systems

  14. BUILDING STANDARDS WORK IN PROGRESS • Proposed New Standard AS 1397:2011 Continuous Hot Dip Metallic Coated Steel and Strip Coating of Zinc and Zinc Alloyed With Aluminium and Magnesium as FS

  15. BUILDING STANDARDS WORK IN PROGRESS • Proposed New Standard AS 4055: 2012 Wind Loads For Housing as FS

  16. BUILDING STANDARDS WORK IN PROGRESS • the proposed addition of FJ to the NZS sections of AS/NZS 4671-2003 to strengthen compliance for reinforcing steel requirements

  17. BUILDING STANDARDS WORK IN PROGRESS • adaptation of the latest revisions of AS/NZS 1170:2011 Structural Design Actions

  18. BUILDING STANDARDS WORK IN PROGRESS • Importation of Steel Imports- ICF Structural Engineers have agreed to adopt as a code of good practice the use of the Australian Steel Institute ASI Technical Note TN 005V3 as a basis for the assessment of Structural Steel

  19. OTHER BUILDING STANDARDS WORK IN PROGRESS • PRIF Regional diagnostic study of constraints in the application of Building Codes in the Pacific

  20. OTHER BUILDING STANDARDS WORK IN PROGRESS • World Bank Resilience Team managed ACP-EU – Natural Disaster Risk Reduction Program through the Global Facility for Disaster Risk Reduction and Recovery • funded construction guidelines for better building resilience for low cost homes

  21. OTHER BUILDING STANDARDS WORK IN PROGRESS • A look at how Standards used by key Industries could be formalised into Fiji Standards to then allow the Industries be the regulators

  22. OTHER BUILDING STANDARDS WORK IN PROGRESS • Special technical interest groups requesting the adoption of standards
