ULI Program Motivation • In 2000 The Naval Studies Board conducted a study of the “undersea weapons enterprise” • FINDING: Undersea weapons require special technology not supported by industrial research and development • ONR Response: • Started new basic research (6.1) programs for undersea weapons • Created the ULI Program in 2002

MD UMASS URI WPI Wright State ARL/PSU Brown BU NUWC NSWC MIT MSU Penn State RPI Attendees at the 2009 ULI Review, Newport, RI Objectives Approach • Increase the number of engineers and scientists in Navy laboratories developing undersea weapon and vehicle technology • Contribute to the revitalization of the laboratories • Build connections between laboratories and academia • Each project includes the student, academic advisor and laboratory mentor • Students work at mentor’s laboratory • Board of Visitors reviews projects at annual review

ULI Program Requirements • FY09 Funding Limits: • $75K/year to university, $60K/yr to laboratory • Student Eligibility: • Must be a US citizen • Submit a Letter of Intent • Spend time at mentor’s laboratory (typically summers) • Proposal Submission: • Separate proposals from university and laboratory • Technical narrative can be similar, business plan must be different • Research must be in one of the Undersea Weaponry Core Technology Areas
