NATO DS System - Implementation in CZE environment NATO DS System implementation in national CZE environment, DS documents circulation according to new area responsibility, DS documents circulation: receiving, registration, storing, distribution, archiving of huge amount of NATO SD documents in national environment, First NATO DS documents in CZE approx. in 1994, DSactivities 1994-1999 – not in optimal condition (without central survey, without system distribution inside of MoD area, without system distribution system outside of MoD. 2

NATO DS System - Implementation in CZE environment • CZE joined NATO in march 1999, • NATO DS implementation was established by law 309/ 2000 coll. - the Law about DSCGQA, • Decision about development of CZE DS Information system, • CZE MoD area two types of IS: • Fundamental, basic IS - ISL, SIS. PIS, FIS, • Helping IS– CZE DS IS, etc. Under super ordinate ISL control. 3

Summary of CZE DS IS development • 1999 - Decision on CZE DS IS development, • 2000 - Start of CZE DS IS - ISL subsystem development • (acquisition of commercial DMS, DMS for general use), • 2001 - NATO SD Management was implemented in DSD area, • 2002 - DB DS IS accessible for other CZE MoD IS areas, • 2005 - Limitations in development of commercial DMS (licence policy, fin. resources, next development was impossible), • 2005 - Decision - development of new DMS focused on DS. 4

Summary of CZE DS IS development • Commercial DMS SW (problems with limited number of licences, high fin. resources requested, problems with SW customization, development for DS needs was impossible), • 2005-2007 - development o new DMS focused on use with respect to DS needs, as DSD members and future users we have known the best the request to IS functionality, • 2007 implementation of new DMS, • No problem with licences, • Acceptable financial resources, • Development of new CZE DS IS modules. 5

Benefit of new DMS SW development One multi-licence for whole MoD area, One access to DS IS through web interface, Development and realization by one supplier, Possibility of new modules development with respect to DSD required functionalities, Development of SW with high level of flexibility. 6

CZE DS IS - main capabilities Management of documents and profiles for DS (), Planning DS tasks (STANAG ratif.+ impl., CDS creation…), Maintenance of DS documents and its metadata during their life cycle, Grouping of documents related to profiles, Users can view and modify document/profile information, Advanced search for profiles and documents, Full-text search by document content, Various file formats supported (*.doc, *.xls, *.pdf), Administration of users, groups and access rights. 7

  8. CZE DS IS modules differentiation Basic Modules – DMS support, Superstructural modules over CZE DS IS DB – various exports, 8

  9. Superstructural modules • SSM – simple exports into documents (Bulletin Export, Responsibility Matrix, Export to web, NATO SD Annotation), • SSM – exports into documents with necessary approval (DS Plan, History, Archive, Registration Protocol /canceled/). 9

Summary of 2007 - 2015 CZE DS IS Assessment after 8 years of routine operation: • Indisputable benefit of new DMS developed for DS, • Transparent financial support, • Transparent licence policy, • Possibility of continuous development, • Development according new NATO DS situation but with respect to national DS request, • Development independent to business policy of IT companies, • Big success for team – DS IS was selected for DMS of technical documentation in IS of logistics. 12

Recommendation for DMS IS development Enforcement of new type DMS IS acquisition, Creation of Catalogue of requests for IS, Basic modules + functions, Superstructural modules + function, Business competition - very careful price evaluation in long-term period – IS life cycle, licence policy, using SW + HW, never ending adaptation to national environment, Warning: caution to free of charge IS, requesting huge financial resources for adaptation to national environment. 13
