  1. Safety Briefing March 08 Wing

  2. Sentinel • Operational Risk Management • FRO • CAP Safe • Fit to Fly • Mishap Recap

  3. ORM • Six step process • Lets us make decisions that accept the right amount of risk for the mission • Why do we do it? • So we can define “safety” • Systematic • Three levels of management • Strategic • Tactical • Today

  4. Six Steps • Identify the hazard • Assess the risk • Analyze risk controls • Make control decision • Implement the control • Review the process and see if it worked

  5. Flight Release Officer • Risk Control Officer • Insures squares are filled • Not a dispatcher • Can say no, and should, if the situation warrants

  6. CAP Safe • Air Ops • Weight and Balance • Insure everything is catalogued and weighed • Print weight on packages • Ground Ops • Tents, Masts, guy (or gal) wires • Put a red surveyor’s tape on it like a streamer • Two to three feet long

  7. Fit to Fly • One of the “M’s” = Man • Illness • Taking medication • Fatigued • Sleep deprived • Be honest with yourself – don’t go if you aren’t up to it

  8. Fit to Fly Factors • These really are risk controls over the human condition • Diet: you have to maintain a good chemical balance. Don’t skip meals, don’t substitute (the Twinkie diet) Blood sugar is critical • State of Mind: Stay focused. Distractors include: • Grief/mental or physical pain • Depression/Anger • Other distractors – baby at home, etc.

  9. Fit to Fly Factors • Fatigue • Acute and Chronic • Cause forgetfullness, concentration, ultimately poor decisionmaking • If you’re not rested, you won’t be alert, habit patterns will fail, and so forth. • Sleep is the answer

  10. Mishap Recap • Ground: CAP vehicle rear-ended by civilian POV • Air: Smoke in cockpit from carb fire on start. Really?
