  1. developments in EU fisheries policy…from an industrial point of view Gerard van Balsfoort President Pelagic Freezer-trawler Association Reykjavik, 20 October 2006

  2. …or how the EU is trying to get away from this situation…

  3. …or from this situation…

  4. …or from this situation…

  5. …to arrive at this situation…

  6. introduction PFA new elements of reformed CFP the new CFP from the perspective of the fishing industry can we do better? closing remark elements of introduction

  7. PFA - an association of 9 member companies France-France Pélagique s.a.r.l. Germany -Doggerbank Seefischerei GmbH Lithuania-UAB Atlantic High Seas Fishing Company Netherlands-Jaczon BV - Parlevliet & van der Plas BV - Cornelis Vrolijk’s Visserij Maatschappij BV - W. van der Zwan & Zn. BV United Kingdom -Interfish Ltd. - North Atlantic Fishing Company Ltd.

  8. PFA … …is dedicated to pelagic fisheries for human consumption only… …has 25 freezer-trawler vessels under operation

  9. PFA … …is dedicated to pelagic fisheries for human consumption only… …has 25 freezer-trawler vessels under operation …and is active in fishing, processing & trading

  10. Fishing, processing & trading • Fully integrated companies • Total catch (2005) – 675.000 mt • Processing in Europe and China • High Export profile (> 60 countries) • Main export product is whole round seafrozen fish

  11. PFA targets for … …main pelagic species such as: • North Sea Herring / AS Herring • Mackerel • Horse mackerel • Blue whiting • Argentines • Sardinella • Sardines • …. …main fishing grounds…

  12. Atlanto Herring Mackerel Herring Blue wh. Argentines Horse Mack. Mackerel Horse Mack. Sardinella

  13. .. EU and Iceland compared…

  14. introduction PFA new elements of reformed CFP the new CFP from the perspective of the fishing industry can we do better? closing remark elements of introduction

  15. …new elements of reformed CFP …change towards long term approach …from fisheries to ecosystem based management …new fleet policy …better application of the rules …stakeholders participation

  16. …stakeholders participation …Regional Advisory Councils (RAC) …7 RAC’s (almost) in existance (North Sea, SW Waters, NW Waters, Baltic, Pelagic, Long Distance, Mediterranean) …two third industry / one third other interest groups …General Assembly, Executive Committee, Working Groups, sub Working Groups, Focus Groups, Inter RAC groups……

  17. introduction PFA new elements of reformed CFP the new CFP from the perspective of the fishing industry can we do better? closing remark elements of introduction

  18. …the new CFP from an industrial point of view (1) …long term approach = long term reduction of F = long term reduction of fishing effort (in demersal fisheries)

  19. …effort management …since 2003 in cod recovery plans …very complicated

  20. Example: North Sea

  21. …effort management …since 2003 in cod recovery plans …very complicated …very restrictive for all cod related fisheries …unforeseen effects …industry increasingly questions the feasibility of cod recovery

  22. …the new CFP from an industrial point of view (2) …long term approach = long term reduction of F = long term reduction of fishing effort (in demersal fisheries) …long term approach = Maximum Sustainable Yield

  23. …MSY …Johannesburg Declaration 2002 …old concept – scientifically discredited …especially difficult to implement in mixed demersal fisheries …ambitious objectives for demersal fisheries (reductions up to 50%)

  24. …the new CFP from an industrial point of view (3) …long term approach = long term reduction of F = long term reduction of fishing effort (in demersal fisheries) …long term approach = Maximum Sustainable Yield …ecosystem approach and nature protection increasingly restrict fisheries

  25. …nature protection …Biodiversity Action Plan …Birds Directive …Habitat Directive …discussions and decisions in UN framework

  26. …the new CFP from an industrial point of view (4) …long term approach = long term reduction of F = long term reduction of fishing effort (in demersal fisheries) …long term approach = Maximum Sustainable Yield …ecosystem approach and nature protection increasingly restricts fisheries …multiple use of (coastal) waters affects fisheries

  27. Fishing on a square inch Dutch Continental ShelfRoom for fishing? 12 miles zone Wind farms NSW-Q7 Future wind farms Land reclamation harbour Search area sand extraction for expansion Rotterdam Harbour Sand extraction sites Telecom cable Electricity cable Pipes oil and gas Oil rig and safety zone Future marine reserve Marine reserve R-dam Harbour Shipping lanes

  28. …the new CFP from an industrial point of view (5) …long term approach = long term reduction of F = long term reduction of fishing effort (in demersal fisheries) …long term approach = Maximum Sustainable Yield …ecosystem approach and nature protection increasingly restricts fisheries …multiple use of (coastal) waters affects fisheries …intensive consultation & decision making proces

  29. …the downside of transparancy EU based consultation of the industry at almost all levels: • ICES / ACFM meetings • STECF plenary meetings and subgroups meetings • RAC’s working groups and plenary • ACFA working groups and plenary • Ad hoc consultations and meetings with Commission • Inter industry consultations (PO’s, associations….)  industry representatives ‘living their life’ in meeting rooms

  30. …consultation yes….but influence? …RAC advice is not binding …RAC advice should made in consensus …RAC advice should be scientifically underpinned

  31. …the new CFP from an industrial point of view (6) …long term approach = long term reduction of F = long term reduction of fishing effort (in demersal fisheries) …long term approach = Maximum Sustainable Yield …ecosystem approach and nature protection increasingly restricts fisheries …multiple use of (coastal) waters affects fisheries …intensive consultation & decision making proces …the power of the European Commission

  32. …can we do better? …main problems in demersal fisheries, much less in pelagic fisheries …very ambitious objectives are more difficult to achieve …structural funds (5 billion euro for 2007-2013) is not allocated to member states according to largest fisheries management problems …many member states hesitate to see fisheries as economics…

  33. Closing remark more responsibility to the industry in a governmental framework may be the road towards a more effective fisheries management …example could be the pelagic industry, which is rather well defined, which has almost everywhere the ownership of the quota, and is willing to invest in taking responsibilities, not only within the EU but also in the North East Atlantic
