  2. Carter Harrison II • Served 5 terms as Mayor (between 1897 and 1915) • First Chicago born mayor • Graduate of SICP! (1881) • His father, Carter Harrison I, also served 5 terms (1879 – 1883, 1893) • Remembered as a unifier and harmonizer but no clear vision.

  3. A Reform Boss • Most known as a “civil reformer” • Attempted to use power of government to make urban life more humane and comfortable. • Levee District • Laissez Faire attitude towards vice • Waffled on civil service • Stood strong on keeping private and public separate

  4. Accomplishments as Mayor • Creation of the “L” • Opened parks in crowded slums • Established Bureau of Statistics

  5. Harrison II’s Legacy • Lack of clear vision • “Flip Flopper” • Did not move quickly enough for the people • Ousted in 1915
