  2. 3 Draft RSPMs:(APPPC SC-, 14-20 July 2008, BKK, Thailand) Guidelines for the Exterior Cleanliness of Containers Guidelines for Protection against South American Leaf Blight of Rubber Guidance on Land Border Plant Quarantine Development of RSPMs

  3. “Guidelines for the Exterior Cleanliness of Containers” -describe measures to prevent of the spread of quarantine pests by the contamination of the exterior surfaces of containers. “Guidelines for Protection against South American Leaf Blight of Rubber” -provides detailed instructions on the identification and categorization of the pathways associated with SALB, the provision of protocols for diagnosis, and surveillance on SALB. It also prescribes effective phytosanitary measures and management of the disease “Guidance on Land Border Plant Quarantine” -provides guidance for plant quarantine at land border. (Besides principles that should be followed, it prescribes both general requirements such as organization, personnel, equipment, facility and procedure and special requirements against different types of land border trade, as well as guidance for plant quarantine activities such as inspection and release, treatment, pre-inspection and pest surveillance. It also provides instructions on bilateral cooperation across land border.

  4. APPPC Regional Workshop (9th) for the Review of the Draft ISPM funded by Korea again in 2008: 19 countries(28 July-1 Aug. Anyang) Draft-Revision of ISPM No. 15: The group noted that protection from contaminating pests was required and that future standard could possibly provide guidance on this. In terms of the agency responsible for the mark – Cases in different countries indicated that it could be either producer or treatment provider so it was proposed to change “producer” to “producer/treatment provider” in the draft. It was questioned feasibility of obliterating the mark for remanufactured WPM Many participants felt treatment codes should be left in the mark (HT/MB). “Terminology of the Convention on Biological Diversity (CBD) in relation to the Glossary of phytosanitary terms” (proposed supplement to ISPM No. 5) should be as an explanatory document rather than the standard.
