  3. What is GDL? The graduated driver license is a program teen and first-time drivers must complete to get their unrestricted basic driver license. The GDL law became effective January 1, 2001.

  4. The GDL System • Step #1- Student Learner’s Permit must be 16 years old, have signed parent or guardian consent, requires BTW (behind the wheel) for 6 hours, must pass MVC knowledge test with 80% or higher grade, and vision test 20/50. Pay a $10 permit fee. • An option to step #1 is an Agricultural permit - for select few who have privilege of driving and working for farmer and using farm registered vehicles for hauling (must obtain letter from farmer). • After completion of above, you may drive with any 21 year of age driver from your residence who has at least 3 years of driving experience with a Valid NJ LICENSE.

  5. The GDL System continued • Step # 2 - Provisional License - must be 17 years of age, requires you to go to MVC (Motor Vehicle Commission) to take road test. Pay $24 for photo license. • Step # 3 -Basic drivers license - must be 18 years of age, had one full year of unsupervised driving practice, must pay $24 fee.

Option to Special Learners Permit Examination permit Must be 17 years of age Pass MVC knowledge & vision test Obtain parent or guardian consent if under age 18 $10 permit fee Practice driving minimum 6 months supervising adult After 6 months driving, pass MVC road test Practice 1 full year unsupervised driving before getting Basic Driving License

  7. Step # 1 - Student learners permit allows driving between 5:01 am to 11:00 pm. Step # 2 - Provisional license allows driving between 5:01am and 12:00 am (midnight) Step # 3 - Basic drivers license allows driving any time of the day, you have 100% freedom!!! Driving Hours of GDL

  8. EXEMPTIONS TO THE HOUR RULE Religious or work reasons, but must have letter on letterhead from the institution.

  9. Passengers The co-pilot (front seat) must be 21 years old with at least 3 years driving experience and share the residence with the driver and have a VALID LICENSE. Other one passenger can be anyone, but must ride in the back seat.

Other things to know about GDL • Both the permit driver and co-pilot can BOTH be ticketed for offenses • If lose of privilege of permit or provisional license, must start process all over again. • DO NOT need to complete 30 hour theory course to sign up for BTW. • No use of any interactive device while operating vehicle. (must be parked) • No drinking, drugging and driving. • Seat belt law strictly enforced!!! • Infractions (rules violations) can result in fines of $100 for each violation and loss of privileges until age 21.

  11. Special note for the High School Exam • Each student is only allowed one try for taking and passing the written test. If you want to take the test again you must go through BTW or MVC for testing privileges.

  12. The Tests to Validate all permits The Written Test • Must score a minimum of 80% Vision Test • Must have 20/50 with or without glasses Behind the wheel • Must complete 6 hours for student permit

  13. New Jersey Is one of 49 states and the District of Columbia that requires the GDL law. As of March 24, 2005 Montana is currently the only state that has not adopted some form of the law.

  14. NJ basic auto permit(s) They will expire within 2 years from date of purchase.

  15. Driver License Cycle New Jersey issues a four year driver license. The license is a Digital Driver License with the MVC 6 point Identification Verification policy. The DDL has almost two dozen safety and security features.

  16. Possessing or displaying an altered license May result in a thousand ($1000) fine And 6 months in prison and loss of driving privilege indefinitely (up to the courts)

  17. Moped License(Class F) For unlicensed drivers, 15 years of age and older; not needed if operator has basic driver license, commercial driver license or motorcycle license.

  18. Motor Vehicle Identification Programs for U.S. Citizens Examples: • Birth certificate, adoption papers, U.S. passport, NJ Digital driver’s license = 4 points • Social security card, high school diploma or GED, bank statement, ATM card, health insurance card, = 1 point
