Road to Rio: Anti-Doping Strategy • SAIDS invited to be part of the IOC Pre-Rio Taskforce on Doping and also the FINA Pre-Rio Taskforce • Developed global test distribution plan for potential podium finishers • Doping Risk assessment for African Olympic qualifiers/potential podium finishers • Test Distribution plan for African continent • Entirely funded by the IOC • Doping Control Training and Education sessions to: • Kenya • Ethiopia • Cost covered by WADA, Kenya and Ethiopia

Team SA Testing Statistics: 2016 • Team SA: Olympics • Total tests = 650 (blood and urine) • Team SA: Paralympics • Total tests = 75 (blood and urine) • Two Anti-doping Rule Violations (positive dope tests) disqualified these athletes from representing SA at the Rio Olympics • Athletics (Victor Hogan: Methylhexenamine) • Cycling (Rourke Crouser: EPO & Phentermine)

7. 2016 Rio Olympics • SAIDS employee (Deslyn Pather: Senior Doping Control Coordinator) hired by the Rio Games Local Organizing Committee to work as part of Doping Control Management team for Olympic and Paralympic Games • Two SAIDS Doping Control Officers selected to work during the Rio Paralympic Games • Nelisiwe Mtimkulu • Kaasiem Adams

8. Update Since our Last Visit to Parliament • Audit Action Plan • Irregular expenditure and SCM • Prior year presented to board and condoned • Processes and procedures in place to deter Irregular expenditure • Largest part was overspending on the budget • Revenue management • Regular and rigorous follow up on long outstanding amounts • Monthly debtors statements issued • Appointed new Internal Audit function • Review and update of Risk registers • “Fresh” eyes to aid in identifying areas of concern overlooked

9. Challenges • Cashflowresultingfrom: • Olympic year, therefore our testing was concentrated into a short space of time • Biggest area of spending is Doping control and their allocated budget was grossly spend during the Olympic period • Grant paid in 3 tranches which led to cash flow pressures • Remained in communications with SRSA regarding our challenges. • Objective still remains: “Clean Audit”
