  2. What’s New

  3. Pearson NTBS Label • Beginning in Spring 2020, the Not to Be Scored return label color is going from white back to yellow for all Pearson assessments. Additional Braille Code • Beginning in Spring 2020, Mathematics and Science assessments will be offered in the following codes: • UEB with Nemeth (contracted and uncontracted) • UEB Technical (contracted and uncontracted) FSA Ancillaries • CBT Work Folders, Writing Planning Sheets, and CBT Worksheets are now packaged in packs of 25.

  4. Private School Students • Private school students enrolled in scholarship programs who receive state scholarship funds (e.g., Florida Tax Credit, Hope, Gardiner) may elect to take statewide assessments. These students will test under each district's 9900 school number (eliminating school 979999). PBT Reference Sheets • The reference sheets for Grades 4–8 Mathematics and Algebra 1 and Geometry EOCs will be included in Sessions 1 and 2.

  5. New Standardization Procedures • Beginning in Spring 2020, test administrators may not: • Offer incentives, use checklists, or monitor students for use of testing strategies. • Instruct a student to return to check his or her work once they have finished. • Instruct students to “brain dump” formulas or strategies once they receive materials but before testing begins. • As the Test Administrator’s Prohibited Activities Agreement will be updated for Spring 2020, all test administrators must sign the new form, even if they signed a 2019–2020 version in fall or winter.

  6. Large Print Transcription • Similar to OIPP documents, large print transcription will take place at the school or district level beginning in Spring 2020. • Schools/districts will continue to return materials together (LP book and regular print book) in a special document envelope. • DRC will ensure the test has been transcribed and student demographic information is recorded correctly for scoring. • If not transcribed locally, the book will move to the problem cart.

Test Administration Monitoring • Requirement for U.S. Education Department Peer Review • Critical Element 2.4: Monitoring Test Administration • For all parts of its assessment system, FLDOE must provide: • Evidence that it monitors the administration of its State assessments to ensure that standardized test administration procedures are implemented with fidelity across districts and schools.

Test Administration Monitoring • Caveon On-Site Monitoring • Pilot process in Spring 2019 • Six districts • 11 schools • 2 for ACCESS for ELLs • 3 for FSAA • 5 for FSA • 1 for NGSSS • Observers interviewed school assessment coordinator, observed test administrations in several classrooms, and if possible, observed material check out and check in at the school.

Plan for 2019–20 School Year • 15 districts selected, approximately 3 schools in each district. • Desk Monitoring: 13 districts—District submits documentation to the state for selected sites (training, security, test administration, etc.) • On-Site Monitoring: 2 districts—State DOE personnel visit sites to observe test administration. • Additional sites may be added for monitoring based on: • Statistical irregularities or discrepancies with student assessment data • Testing irregularities or an established pattern of testing violations • Documented concerns

Test Administration Monitoring • Districts/schools will be notified in advance of their selection for desk or on-site monitoring. • Requirements for documentation will be distributed well in advance. • A follow-up letter will be submitted to the district, reporting on the outcome of the monitoring. • Observations from monitoring will help FDOE make recommendations for improvements.

  12. Writing Field Test • Test Window: November 18–December 20, 2019 or January 6–31, 2020 • Students: As many students as possible in selected grade levels at the schools. (No accommodations or above grade level testing.) • Manual: Will be available on the FSA Portal in late September. • Training Materials: Will also be available in late Sept. • Test Materials: Please return as completed (no later than 12/20 or 2/1). • THANK YOU!

  13. FSA Help Desk—DAC Hotline • DACs may use a special menu # (not publicized) to reach a dedicated set of Help Desk personnel. • You will be given an 8-digit account number that you’ll enter so you will not have to review all your contact info. This information MAY NOT be shared with schools.

Schools Returning Materials • Returning from schools went well this past year. • Schools may directly return for all administrations going forward, including the Writing Field Test. • We will send out a survey to ask how you will return materials in Spring 2020 to determine your district’s return dates.

  16. Paper-Based Testing FSA • ALL books must have a PreID label. • Required information must be written on the cover (as directed in scripts). • Student Name, Date of Birth, School Name, District Name, Today’s Date • Students must verify the PreID label to ensure they have the correct preidentified book. Pearson • May still hand-grid demographic information or print PreID labels. • Schools can access the PreID Label User Guide or video.

  17. Missing Materials/Soiled Documents • Ensure notification is collected and sent to FDOE prior to missing materials reports being issued. • Two options to report: • Send as you receive reports from schools. • Keep a running spreadsheet of information and post to FDOE when the administration is completed.

  18. PBT Practice Tests • Students who will take an FSA ELA Reading or Mathematics paper-based test are strongly encouraged to practice at school. • Student Presentations with animations and narrations • Directions for Completing – shorter practice with test items • Paper-Based Practice Tests • Students taking PBT ELA Writing are strongly encouraged to take a practice test to become familiar with the amount of space they will have for their responses.

FSA ELA Writing • Schools may dismiss students or collect/submit materials and allow students to read after 90-minutes of testing. • You will make this determination locally, by district or by school. • This information will not be included in the test administration manuals. • Our office posted scripts with the dismissal option for Fall Retake (on ShareFile). • 90-minute dismissal is included in the Writing Field Test scripts.

Scheduling Information for PBT Administrations Grades 4–6 ELA Writing (April 1–15) • Must be administered on Wednesday, April 1 or Thursday, April 2 across the district. • Make-up administrations may be scheduled through April 15. • Calibration materials will be returned: Wednesday, April 8. • Two Writing Makeup Windows (PBT and CBT) • No Writing Retake • End of Reading windows

Scheduling Information for PBT Administrations Grade 3 ELA Reading (April 1–15) • Must be administered on Wednesday, April 1 and Thursday, April 2. • Make-up administrations may be scheduled during the remaining days in the window. • Calibration materials will be returned on Wednesday, April 8.

Scheduling Information for PBT Administrations Grades 4–6 ELA Reading & Grades 3–6 Mathematics(May 4–15) • Your district may establish its own daily session schedule for these grades/subjects according to the following guidelines and recommendations: • All schools in the district must administer tests on the district-selected days. • Grades 4–6 ELA Reading must be administered before Grades 4–6 Mathematics. • Grade 3 Mathematics may be scheduled at any time in the window (with calibration pickup dates in mind). • Makeups for all tests may continue through Friday, May 15. • Calibration materials will be returned by Thursday, May 14. • District-specific return dates will be sent out at a later time.

  25. Scheduling Guidance for PBT Administrations Grades 5 and 8 Science • May 11–22, 2020 • Sessions 1 and 2 of Grades 5 and 8 Science must be scheduled on the same day/s across the district. • Grade 5 Science and Grade 8 Science do not have to be administered on the same days. • All To Be Scored materials will be returned by May 22.

Scheduling Information for CBT Administrations • Grades 8–10 Writing (April 1–15) • Schedule as needed, same district dates as possible. • Retakes: FSA ELA Writing, FSA ELA Reading, FSA Algebra 1(February 24–March 13) • FSA EOCs (May 1–29) • NGSSS EOCs (May 1–29) • All CBT tests must be scheduled in the same time frame across the district to the greatest extent possible. • Schools may schedule these assessments at any time during the established windows. • Paper-based accommodations must be completed and returned by the established dates (May 22) to be in regular reporting.

Scheduling Information for CBT Administrations Grades 7–10 ELA Reading & Grades 7–8 Mathematics (May 1–May 29) • Calibration schools will be selected for ONE grade-level/subject test that they must complete during the first week of testing (May 1–8). • You will receive a list of calibration schools in September/October. • Non-calibration schools may schedule CBT tests at any time during the established window. • Calibration schools may schedule non-calibration tests as they see fit throughout the rest of the window.

FSA TIDE Updates • PreID upload: Excel versions now supported • CSV and Excel templates are available under Student Information> Upload Students • Quick student/user search • Quick search on TIDE now allows users to search for other users • Must include exact student FLEID and exact user email address

FSA TIDE Updates • Test Status Report (formerly Test Status Code Report) – Result ID and Session ID now included • View student eligibility and participation from the View/Edit Student page. • Will show blank lines if the student is marked eligible for the test in TIDE but has not tested yet.

Computer-Based Testing Ensure the following: • Computers/devices are updated with the new FSA Secure Browser or Pearson TestNav app for this school year • Computers/devices are not upgraded until new versions are supported by the contractors • Technical issues are reported immediately (to school, district, Help Desk/Customer Support)
