Jim Wilson & Associates (JWA) was awarded Enhanced Use Lease (“EUL”) in 2006 • After JWA’s partner backed out, JWA contacted COPT because of our specialty office niche with emphasis on government and defense contractors • COPT had been studying Huntsville since 2005 • COPT and JWA formed JV partnership LW Redstone, Inc. Last 18 months: extensive negotiations with US Army, City of Huntsville, County jurisdictions to complete EUL agreement • Nature of an EUL is for a developer to design, develop, construct, and operate commercial facilities on Army land, and pay rent, in kind fees, to Redstone Arsenal (RSA) • Negotiations involved annexing federal land and “Tax Incremental Financing” (TIF) to provide sewer/utilities to the project • Eventually, land and buildings revert back to RSA • Final negotiations included JV agreement for COPT to manage project • Advancing the Missions of Redstone Arsenal Enhanced Use Lease 14
