    3. Background Established by House Bill 1339- effective July 1, 2006. Requires the Department of Juvenile Services to establish a Child in Need of Supervision (CINS) Pilot Program in Baltimore City and Baltimore County for FY 2007-2010. CINS Pilots to be implemented by the Local Management Boards in the pilot communities. GOAL: To divert status offending youth from penetrating the Juvenile Justice System.

    4. Children In Need of Supervision A child who requires guidance, treatment or rehabilitation Is required by law to attend school. Is habitually truant. Habitually disobedient, ungovernable. Is beyond the control of person having custody of him/her. Is identified as a danger to self or others. Committed an offense applicable only to children.

    5. CINS Program Requirements Provide assessment services to CINS youth and their parents or guardians prior to a DJS intake decision. Conduct two to six assessment sessions and review pertinent records. Develop a service plan. File a report to DJS regarding the status of the assessment within 25 days. DJS cannot make an intake decision prior to receipt of report.

    6. Assessments Address School Performance. Family Interactions. Relationships with Peers. Emotional and Physical Health (including substance abuse). Status and Criminal Behavior (s).

    7. Service Plans Must Address Family Counseling. Educational Advocacy. Drug and Alcohol Counseling. Sex Education. After-School Programs. Truancy and Drop Out Prevention. Transitional Living Services. Mediation Services. Employment and Job Training. Alternative School Placement. Counseling for Parents or Other Family Members.

    9. Baltimore City Pilot Model Grant amount $167,000 per year. Administered by Family League of Baltimore City. Services Provided by the East Baltimore Community Corporation, a 40 year old community service provider. CINS program located in the Baltimore City Juvenile Justice Center on Gay Street.

Baltimore City Pilot Model Compliance Measures Baltimore City CINS project made contact with and provided family conferencing assessment to 100% of the 275 referrals received from Baltimore City Intake (BCJJC). Results - 100% compliance. BCJJC made 100% of the referrals. Results - 100% compliance. Baltimore City CINS project completed CANS & Service Plans for 243 of the 275 participants. Results – 88% compliance (exceeded state requirement of 70%).

File report to DJS regarding the status of the assessment within 25 days. Results – 100% of all assessed cases were reported back to DJS within 25 days. 100% of all assessed cases were connected to at least 1 service provider, with 88% connected with 2 or more service providers. Only 4% of assessed cases had further contact with BCJJC at six month tracking. 12 month tracking to be completed.

    19. Baltimore County Pilot Model Grant amount $83,000 per year. 16% match from Baltimore County. Administered by Baltimore County Local Management Board (LMB). Services provided by Baltimore County Police Department’s Counseling Team.     20. Baltimore County Pilot Model (continued) Funds used to enhance an existing arrangement between the Police Counseling Team and DJS (MOU in place since 1989). Two additional counselors hired for the Police Counseling Team to provide services to CINS Pilot participants. Counselors provide assessment services as well as ongoing counseling.     21. Baltimore County Pilot Model (continued) Community Based- CINS Counselors provide services at local PAL centers, police precincts and local community centers. CINS Counselors collaborate with other agency prevention efforts such as counseling groups and youth mentoring in the community. Elaborate on where services are delivered.     22. Baltimore County Pilot Data- July 2006-February 2008 148 CINS youth were referred by DJS. At least 3 contact attempts were made with each youth and family- 100% compliance. Assessments completed for 71% of youth referred.

    26. Baltimore County Outcome Data- July 2006-February 2008 Of all youth completing the assessment, more than 80% had a confirmed link with a community based service. Of all referred youth who have reached the 6 month post-treatment date (July 2006-August 2007), and received at least one assessment session, only 26% had a further police contact. Documented re-arrest rate for youth placed on Informal Supervison is least 36% (DJS GAP Analysis, 2005). 12-month tracking in progress. Baltimore County Outcome Data- July 2006-February 2008 Of all youth completing the assessment, 82% have received ongoing counseling services from the Police Counseling Team- benefit continuity of care. Of those responding to a Client Satisfaction Survey in FY 2007, 92.8% of participants rated the CINS Pilot services as fair or better.
