  1. MSU Dim Down Event April 15, 2011 Michigan’s Clean Energy Outlook Tremaine L. Phillips Chief Program Officer Prima Civitas Foundation

  2. MSU Dim Down Event April 15, 2011 Michigan’s Fossil Fuel Portfolio • 19 Coal Plants • 8 New Plants Proposed in 2008 • 3 Nuclear Plants • 4 Nuclear Reactors • 2 Decommissioned • Countless Natural Gas Plants • Lansing Board of Water & Light

  3. MSU Dim Down Event April 15, 2011 Michigan Clean, Renewable, and Efficient Energy Act 2008 PA 295 • Renewable Portfolio Standard • Requires electricity providers in MI to generate or purchase 10% of their energy from renewable sources by 2015. • Energy Optimization Standard • Requires electrical utilities to institute energy efficiency programs and reach savings of 1 % percent by 2012 (and each year after). • Integrated Resource Planning • Requires a utility to prove the need to build new generation capacity as well as evaluate all energy resource options.

  4. MSU Dim Down Event April 15, 2011 Impact of PA 295 MPSC: Report on Implementation of PA 295 RE Standards and Cost Effectiveness of Standards

  5. MSU Dim Down Event April 15, 2011 Impact of PA 295

  6. MSU Dim Down Event April 15, 2011 Impact of PA 295 • Michigan Solar Industry • Total new business investment of $3,734,500,000 • Total job creation projected of 21,592 • Michigan Wind Industry • Total new business investment of $229,100,000 • Total job creation projected of 4,715

  7. MSU Dim Down Event April 15, 2011 Michigan’s Energy Future: Coal • The Good • Not Much • Existing Power is Cheap • Coal is Relatively Cheap and Abundant • The Bad • External Costs – Significant Health, Environmental, Social and Climate Impacts. • New Plants are More Expensive • Fuel is 100% Imported

  8. MSU Dim Down Event April 15, 2011 Michigan’s Energy Future: Coal Union of Concerned Scientist - “Michigan sent $1.36 billion out of state for coal in 2008.”

  9. Michigan’s Energy Future: Nuclear • The Good • Baseload Capacity • Little to No GHG’s Emissions Post-Construction • The Bad • Very Expensive • Fuel is 100% Imported • Lack of Trained Engineers • When Things Go Bad…

  10. MSU Dim Down Event April 15, 2011 Michigan’s Energy Future: Natural Gas • The Good • New Plants are Cheap • Baseload Capacity • Back-up for Renewables • The Bad • Nearly All Fuel is Imported • Price Variability • Resource Extraction

  11. MSU Dim Down Event April 15, 2011 Michigan’s Energy Future: Solar • The Good • Distributed Power • Baseload Capacity • The Bad • Expensive • Intermittent and Low Capacity Factor • Energy Intensive Manufacturing Process

  12. MSU Dim Down Event April 15, 2011 Michigan’s Energy Future: Solar U.S.: 342 MW PV in 2008 10-20% capacity factor Germany: 1500 MW PV in 2008 9-13% capacity factor Sources: NREL and SEPA

  13. MSU Dim Down Event April 15, 2011 Michigan’s Energy Future: Wind • The Good • Cheaper than New Coal • Off-Shore Wind Potential • No Significant GHG Emissions orEnvironmental Impacts • The Bad • NIMBY Issues • Not Available Everywhere • Intermittent and Low Capacity Factor

  14. MSU Dim Down Event April 15, 2011 Renewable Energy Game Changers • Energy Storage • Batteries • Compressed Air • Pumped Storage • Smart Grid • Energy Efficiency • Electric Vehicles • Passage of State and Federal Energy Policies • Feed-in Tariffs • Climate/ GHG Legislation
