Role of ESF Role of ESF • More than 80% of ALMP financed by ESF • 68 million reallocated to A2E from other activities during programming • Support to disadvantaged groups (including youth) • Increase admin capacity • Reduce burden for business • Support for VET and Higher education programmes • Support for R&D and researchers

Impacts of ESF • √ Strong link to EU2020 • √ Contribution to the various challenges identified by CSR • Expansion of ALMP measures, employment of youth, women, low skilled, long term unemployed and older workers. Quality, relevance of education. Social inclusion. Mobility. • √ Positive impacts • -on reducing early school leaving • -employment of disadvantaged groups • -increasing youth educational attainment level • -the increase in the number of researchers • -the public confidence in the state • NB Lithuania: hardest hit in EU by the crisis. In 2009 GDP fell by 14.8%

Lessons learned Programming - Flexibility helped to respond to the crisis Implementation • - Targeted interventions (women with more than 2 years outside labour market, youth with no qualifications etc) • - Quality requirements introduced in the public procurement Monitoring – Indicators did not match variety of activities funded Evaluations • - Clear intervention logic (sometimes absent) • - Availability of Micro data for evaluations (burdensome but worthwhile)
