  2. Chapter 4 - Standards • Effective March 1, 2014 • PA Core Standards • English Language Arts (ELA) • Mathematics • Reading and Writing • Science and Technology • History and Social Studies • Applicable to school districts, charter and cyber charter schools, AVTS and IUs

  3. Chapter 4 - Clarifications • PA is not requiring to utilize a statewide curriculum or reading lists • PA will not participate in the development of a national assessment (unless for Special Education) • PA will not expand collection of student and personal family data due to implementation of the standards

  4. Chapter 4 - Keystone Exams • Keystone Exams • Algebra 1, Literature, Biology • Composition – Class of 2019* • Civics and Government – Class of 2020* • Keystone Exams – voluntary use: • Geometry* ’16-’17 • U.S. History* ‘17-’18 • Algebra II* ‘18-’19 • Chemistry* ’19-’20 • World History* ’20-’21 *subject to funding

  5. Chapter 4 - Keystone Exams, cont. • Serves as dual purpose • Graduation req’s • State accountability • Will not be counted as one-third of grade • Student Transcripts • PSSA Scores • Keystone Exam performance level beginning ’16-’17

  6. Chapter 4 – Keystone Exams, Cont. • Supplemental Instruction • If not proficient, must receive supplemental instruction prior to re-take • Continue until proficiency or until starting a PBA • No limit on re-take for Keystones

Ch. 4 – HS Graduation requirements • Class of 2017 • Course completion and grades • Proficiency or higher on Alg 1, Biology and Lit Keystones, or PBA • Demonstrate proficiency determined by LEA in each academic standard not assessed by a state assessment • Elimination of the Graduation Project • Class of 2019 – proficiency on Composition Keystone • Class of 2020 – proficiency on Civics and Govt. Keystone

Ch. 4 – hs graduation requirements, cont. • School boards required to adopt new HS grad requirements if they are not aligned by 9/1/2014 • Post and provide copies • Project-Based Assessment (PBA) • Below Gr. 12 are eligible after 2 unsuccessful attempts at proficiency of a Keystone or parents opt out • Have taken the course related to the Keystone exam • Seniors – same req’s, except eligible after 1 attempt

Ch. 4 – hs graduation requirements, cont. • Waivers for 12th grade • May be granted for not completing a PBA - Superintendent • Extenuating circumstances – Secretary • Waiver Process • If more than 10% of seniors did not complete a PBA: • Submit to Secretary no later than 10 days prior to graduation • Submit action plan of improvements to each waived course

  10. Ch. 4 – hs graduation requirements, cont. • Two alternate pathways for CTCs: • Proficient on Keystone Exams or NOCTI • If not proficient on Biology, may complete PBA without retake

  12. Chapter 4 - School Level Plans • School Improvement Plans • Title I Schools Only • “Priority” or “Focus” Designation, OR • Implementing a School-wide Title I program • Can use web app AND addendum

  13. Chapter 4 – Comprehensive Plans • Web app meets all requirements for Chapter 4 revisions • Plans that are required for submittal to PDE MUST use the web application • Plans not required for submittal to PDE can choose own format • Web developers are currently labeling Required* sections

  15. Comprehensive Planning Professional Education Plan • Minimum of 2 PD Action steps • 1 aligned to improving language and literacy acquisition • 1 aligned to teaching diverse learners in an inclusive setting

  16. Comprehensive planning • Gifted Plan • Within the Action Plan: • Identify strategies and/or Action Steps that detail the Gifted Programs offered • Pre-K Program • Complete if planning to implement

  17. Comprehensive planning • Technology Plan • Complete if applying/intending to apply for Priority 2 E-Rate funds • 1 goal • 1 strategy related to technology • 1 action step must be tech-related PD

  18. Due Dates and Workflow • May 1st, 2014 - Special Education Plan due • With 28-day public review and Board approval prior • Phase 3: November 30th, 2014 – Final Submission of District Level Plan (3-year plans) • July 1st, 2015 – Implement Year 1
