AREAS IDENTIFIED FOR PUBLIC INPUT • California Public Utilities Commission has ordered all utilities to include a proposal to competitively bid low-income energy efficiency programs in their July 1, 1999, filings for PY2000 after obtaining public input. • SoCalGas and Edison are to develop their bidding programs on a partnership basis to assure that “all feasible gas and electric measures are installed in qualified homes in a cost-efficient and customer convenient manner.”

  3. PUBLIC INPUT • SoCalGas and Edison ask for your written comments on PY 2000 by June 4,1999 on: • Suggestions for process improvements • Competitively bid program • SoCal/Edison program combinations • Other • Comments to be addressed in Application Filing

  4. PROCESS IMPROVEMENTS • Objective--To identify improvements which will: • Better provide full-service delivery of DAP services and CARE enrollment • Expedite customer service

  5. COMPETITIVE BID • Objective--To identify best practice bid process to meet the critieria of: • Serving the community and the low-income customer • Being fair to all bidders • Meeting requirements of CPUC direction • Allowing DAP services to start January 2000

  6. Issues for ConsiderationCompetitive Bid • Bid elements (outreach, intake, service provision) • Service territory divisions • Evaluation criteria • Pricing methodologies • Electric measures to be included

  7. PROGRAM COMBINATIONS • Objective: To identify methods of combining electric measures so that: • Duplicate work is minimized • Services are more convenient to customers • Costs are reduced • Electric measures include: • Compact fluorescent bulbs, replacement refrigerators, evaporative coolers, hard-wired porch lighting, and education
