  1. Doing it better for less in Barnet – The Lean Way Shaun Flook Housing Manager Advice & Assessments

  2. Staff Savings First Phase restructure achieved: • @ £175,000 reduction in staffing budget. • 37 posts deleted, 32 created. • Net reduction of 5 posts. • No redundancies (vacant posts made redundant). • 100% assimilation for all affected staff. • (oh yes and a better service)

  3. Income generated on regeneration scheme (1) • No. xx Moineau, let by a lean volunteer, had been empty for over a year (loss of £6,708.77). • No. xx Hudson had been empty for 45 weeks (at a loss of £6,103.76) and was let to a person, via a lean volunteer, who only waited 46 days between applying to Barnet and the tenancy starting.

  4. Income generated on regen estate (2) • Total void cost of the non-secure regen properties that were let via lean teams, i.e. the accumulated cost of the properties whilst empty, was £239,795.62. • If the 94 households housed into regen all stay there for a year the potential rental income will total £500,280.04.

  5. Savings generated in TA budget Around 200 households historically in nightly paid TA were allocated to lean volunteers for holistic intervention. Early indications suggest: • At least 26 households were moved to cheaper or zero cost TA. • At least 5 were moved via qualifying offers. • Non-occupancy, withdrawals etc not yet totted up…

  6. Homeseekers Call Centre • Current staffing cost = £92,000 minimum, plus immeasurable support costs. • 20% of calls for named Officers not taking calls. • Very poor service creating immeasurable waste eg. sending out Register application forms immediately upon request. • Complete and radical system redesign achieved in one day will ensure better service, less waste and free up staff to do what they are paid to do. • Saving = £000’s but the realisation that profound change can be achieved quickly is the real value.

  7. Savings to come • Second phase of restructure will achieve further staff savings. • Procurement and property management redesign. • New allocations policy to include “property pool” and “assisted choice” which should reduce void times in all managed stock, reduce TA admissions, TA numbers, homeless duty acceptances and increase income.
