  2. Goal of the SEN Enhance ability of all K12 districts to collaborate, to share resources and to respond to the growing demand for bandwidth by weaving existing infrastructure into seamless digital paths throughout Michigan. Districts will retain control of their existing networks.

  3. With the grant funds we can add to the value of our collective networks. • Keeping up with the demand for bandwidth and online testing. • More reliable networks • Reliable platforms on which to share data center services. • The more connections a network makes the more valuable (useful) it becomes.

  4. What’s our approach? • First – Inventory (Mapping) • Second – Design (what is connected”?)

Structure Proposal- issues • Challenges in the Category 5 Grant • Grant deadline • Spend or return by June 30, 2014 • Perpetual home for grant assets • Own and manage fiber connections, leases, contractors, staff, contracts (e.g. pole attachment agreements). • Governance Structure • Setting goals and budgets. Legal requirements, managing liability, spearhead potential funding options, ownership of assets.

  7. Structure Proposal – two steps • Setting up a new entity • Create MISEN, a non profit corporation and consortium created under the MTA. • TRIG and the newly created MISEN board enter into an inter-local consortium agreement. GISD continues to serve as the fiscal agent.

Benefits- of establishing MISEN. • Educational entity • Can receive state aid • Addresses deadline issue. • Eligible for reduced pole rates • Easier access to rights of way. • Clear definition of assets and relationships • Governance • Mirrors MAISA’s existing structure • Meeting calendars already in place • One ISD Sup from each region • Established flow of information • Limited liability • Ownership and control stays with k12. • Clear point of contact for TRIG
