  1. Emerging role of LNFBED after 18th amendment and revised Rules of Business of LNFEBD Dr. Pervaiz Khan Secretary Literacy and NFBE Government of the Punjab

  2. Article 37 of the Constitution The State shall: • (a)promote, with special care, the educational and economic interests of backward classes or areas; • (b) remove illiteracy and provide free and compulsory secondary education within minimum possible period;

  3. Areas related to education enlisted in the Concurrent List • Sr. No.38 of the Concurrent List enlisted the following areas related to education: • Curriculum, • Syllabus, • Planning, • Policy, • Centres of Excellence, • Standards of Education

  4. Effect of 18th Amendment • After the 18th amendment to the Constitution of Pakistan 1973, the Concurrent Legislative list has been abolished • Subjects enumerated in the Concurrent List transferred to the Provincial Governments.

  5. Insertion of new Article in the constitution • (under 18th Amendment Act, clause: 9) • In the Constitution, after Article 25 (Equality of Citizens), the following sub Article has been inserted, • "25A. Right to education: - • The State shall provide free and compulsory education to all children of the age of five to sixteen years in such manner as may be determined by law".

Literacy &NFBE Department • Established in year 2002 • To eradicate illiteracy from the Punjab province through Non Formal means • To facilitate and create educational opportunities for the neglected, marginalized and unreached groups • To cater for drop outs, missed-outs and never-gone- to- school children aged 5-14 years and Adult illiterates of 15-35 years age.

  7. Functions as per Previous Rules of Business There were only 4 functions before devolution • Promotion of Literacy through non- formal means • Research and Development objectives for higher literacy rate • Adult Education • Training of Teachers and Material Development for Non-Formal Education

  8. Respond to 18th Amendment In the response of 18th amendment Literacy and NFBE Department has Revised the Rules of Business

  9. Revised Rules of Business after 18th Amendment • Formulation of policy with respect to Non Formal Education • Planning for Promotion of Literacy through non- formal means • Research and Development activities for higher literacy rate

Revised Rules of Business after 18th Amendment • Adult Education • Training of Teachers working in Non Formal Education set up • Material Development for Non- Formal Basic Education and Adult Education • Development of curriculum for Non Formal Education in line with national education policy • Preparation of syllabus and Text Books for Adult Literacy/post literacy& live skills

Revised Rules of Business after 18th Amendment • Establishment of Literacy Resource Centre • Establishment of Provincial Literacy Council • Establishment of Centres of Excellence • Literacy Promotion and Awareness Campaigns • Collection of reliable, relevant and up-to- date data about the illiterates and out of school population & Literacy Census

  12. Revised Rules of Business after 18th Amendment • EFA Mapping & Assessment of Literates • Development and updation of NFEMIS • Setting of Standards for NFBE and Adult Literacy • Accreditation of non formal education providers

  17. New Initiatives • Established HR, MIS, R&D and M&E wings under capacity building project • Started NFE Promotion Project for the development of standards, curriculum assessment and equivalency system • Started Collaboration with stakeholders including NGOs, UNESCO, UNICEF etc.
