ADB CEA Implementation • 9 prepared in 2004: Indonesia, Kyrgyzstan, Kazakhstan, Tajikistan, Uzbekistan, Cambodia, Mongolia, Philippines and Azerbaijan plus one for pacific islands • 8 scheduled for 2005: Bangladesh, Bhutan, Fiji, Laos, Solomon islands, Vietnam, Nepal and Pakistan • 3 scheduled for 2006: Maldives, PNG and Vanuatu

  4. ADB CEA Implementation Intranet website established for knowledge management:

  5. Content of CEA Reports • Section 1: State of environment and links to economy and poverty • Section 2: Analysis of sustainable development issues and opportunities • Section 3: Implications for ADB’s country assistance strategy and program

  6. Lessons on CEA Process • Sections 1 & 2 best used for consultations, translated as necessary • Integration of Section 3 into CSP requires strong engagement with country team • Donor harmonization still weak, tried in Kyrgyzstan and upcoming in Vietnam

CEA Content Lessons • Analytical content not yet satisfactory, including diagnostics of policy/institutional framework for environmental management • Country safeguard delivery systems have not been adequately assessed • Sections 2 and 3 often weakly connected • Need to strike a balance between “environment” as theme versus sector

  8. Future Directions • Assessments of country safeguard delivery systems will support decisions regarding their use • Private sector roles have been weakly covered – AEO 2005 recommendations to be incorporated • Have begun since mid-2004 to require that disaster preparedness and response be assessed

  9. Future Directions MDG-7 contributions framework Poverty-environment analysis improvements, Uzbekistan a good model, and PEP grants now supportive Need agreed methodology re policies and institutions to support benchmarking
