Draft Proposal – Key ElementsOptions for Certification • Proposed Pleasure Craft regulation has two methods of certification: • Design-Based Standard – Requires specific components • fuel injection • low permeation fuel hoses • low permeation fuel tank • passively purged carbon canister • Performance Alternative – One standard for the complete system • Based on a 72-Hour test (California Summer Profile) • ORVR required for both options • The standard will be based on E10 • 90% California Phase 3 Reformulated Gasoline with 10% by volume ethanol 2/25/2009

Draft Proposal – Key ElementsConcept for Certification • Evaporative System Builders (boat builders, manufacturers, dealers, etc.) must apply for an Executive Order of Certification • Build evaporative system with ARB EO approved components • Reference EO number in application form • Submit application to MSOD • EO is automatic upon submittal • Boat Manufacturer will submit test data for the whole system, ARB will issue an EO 2/25/2009

Concept for Certification- ExampleDealer Certification • Dealer builds evaporative system with EO certified components • References EO numbers in registration form • Submits registration form to MSOD • Boat is allowed for sale immediately upon submittal • Dealer will receive EO of Certification within 45 days of submittal 2/25/2009

  21. Draft Proposal – Key ElementsRequirements for ORVR • Onboard Refueling Vapor Recovery (ORVR) is required for all Pleasure Craft in 2012 • Fill necks must be compatible with gasoline dispensers • Must control displaced refueling vapor from escaping into the atmosphere 2/25/2009

  25. Evaluation of Cost Effectiveness ARB will: • Use cost estimates provided by the boat and component manufacturers • Assume two levels of profit in calculating increased retail cost • Use estimated fuel savings in overall cost effectiveness calculation 2/25/2009

Pleasure Craft Survey • Institute for Social Research, CSUS is currently performing a California Pleasure Craft usage and activity survey • Preliminary data will be available in March • Final report will be available in July • The survey data will be used to update activity and usage in the Off-Road Model 2/25/2009

  29. Status of Inventory Testing • Inventory testing is on-going and will be completed in 2011 • PTSD will update the Off-Road model when inventory testing is finished • Because of the urgent need for reductions the Pleasure Craft regulation will move forward with existing estimates 2/25/2009
