  2. The Career & Technical Education Enrollment Reporting System (CTEERS) is: • Completed each spring for juniors & seniors • Completed within each district in the CESA #3 Perkins Consortium • Turned in electronically to Sue McLimans at CESA #3, smclimans@cesa3.k12.wi.us. • Due no later than May 11, 2012.

  3. Each district develops their report in a columnar layout that Sue sent to you. There is no CTEERS form. • One student record per line or row. • Do not use punctuation within the data unless the directions call for it. • The recommended file format is an Excel File (in .xls NOT .xlsx format). • If you have used another format, please speak to Sue before you begin.

  4. Name the district file as follows: • 2012-CTE-District Name • Hint to districts: Student’s name should always be entered the same way (i.e. no nicknames), or data cannot be compared from one report to another. • Begin the process by deleting the 12th graders from last year, and adding the 11th graders for this year. • Merge as many cells of information as possible from your current student data enrollment software system.

  5. The CTEERS Report • There are 33 cells to complete for each student. • This morning, we plan to go through each cell. • References will be made to the new CTEERS Field Manual (via dpi.wi.gov) • From this point we ask that you have access to a Field Manual (break).

  6. Cell 1: District Code • Enter the DPI assigned code for your district - pages 35 - 56 • Cell 2: School Code • Enter the DPI assigned code for your high school - pages 35 - 56 • Cell 3: Student’s District of Residence • Enter the DPI assigned code for the student’s district of residence. Pay attention for Open Enrollment Students. • Cell 4: Student ID Number • Enter the student’s unique ID number, equal to or less than 12 digits in length.

  7. Cell 5: Grade • Enter the grade level: 11, 12, 13. • 13 = ungraded, refers to those slower paced than peers, i.e. special needs • Cell 6: Student Last Name • Enter the student’s last name • Maximum number of characters is 20 • Use no punctuation within the name • Cell 7: Student First Name • Enter the student’s first name (No nicknames) • Maximum number of characters is 10 • Use no punctuation within the name

  8. Cell 8: Birthday • Enter the student’s birth date • Format six digits: MMDDYY • Cell 9: Sex • Enter M (male) or F (female)

Cell 10: Race Ethnicity • Enter a minimum of one code per student • If a student is considered of multi-ethnic dissent, you may enter up to six codes with a tilde (~) between codes. • H Hispanic • A Asian • B Black/African American • I American Indian/Alaska Native • P Pacific Islander/Hawaiian • W White NOTE: Hispanic is considered an ethnicity in which a minimum of 2 codes are necessary with a tilde (~) for each student.

  10. Cell 11: Characteristic • Enter a minimum of one code per student • If the student can be characterized by more than once of the characteristics, enter the appropriate codes with a (~) between codes. Maximum number of codes is 4. • H Handicapped • L Limited English Proficient • A Disadvantaged-Academic • E Disadvantaged-Economic • R Regular Definitions: See page 9 of the CTEERS Field Manual 2011.

  11. Cell 12: Teen Single Parent • Enter Y for yes if: • The student is a single parent AND has sole or joint custody of a minor child or children during the reporting year • Enter N for no if the student is not a teen single parent • Cell 13: Student Progress • Enter Y for yes if: • The student achieved sufficient credits to move on to the next grade level OR has achieved sufficient credits to graduate. • Enter N for no if: • The student will not progress to the next grade level OR • Will not graduate if a senior OR • Has dropped out of school during the reporting year • NOTE: Student Progress is in part tied to Cell #23

  12. Cell 14: Career Plan • Enter Y for yes if the student has a written career plan on file • Enter N for no if the student does NOT have a written career plan NOTES • A career plan is defined as documentation maintained on a student that provides evidence that the student has systemically explored aptitudes, interests, options, preferences, skills and the existing labor market and is using the knowledge of self and work as a basis of goal setting and educational planning at the secondary level for post-secondary attainment (12). • An IEP is a career plan

Cell 15: Post-High School Career Preparation • Enter a code that represents the student’s preparation for post-high school, based on an informed selected educational program with student, school counselor and parents. • Non-Baccalaureate Prep • Tech. College, Trade School or Apprenticeship • Baccalaureate Prep • University Program • Career Prep • Direct immersion into workforce; Military • Undeclared

  14. Cell 16: CTE Participant • Enter one of the following codes for the student • Y Yes if the student was enrolled in one or more CTE course(s) for the reporting year • N No if the student was not enrolled in any CTE courses for the reporting year • We want to capture as many students as CTE participants as possible. • Special Circumstance: If the student has completed 3 or more CTE courses within their pathway but is not enrolled in a CTE course for the reporting year, report as follows: • Fill cell 16 with a Y • Fill in the appropriate program area in cell 17 that’s related to the student’s Instructional Area Code provided in cell 19 • Mark the student as a concentrator with code 1 or 2 for cell 18 • Fill in cells 19 - 23 appropriately for that student’s concentration and student should be coded as C1 if graduating

  15. SPECIAL NOTE • If Cell is coded Y, fill in Cells 17-22 • If Cell is coded N, skip to Cell 23 • Cell 17: Program Area Participation • Enter a minimum of one code from the following list that represents the program area of the coursework that the CTE Participant was enrolled in • If the CTE participant enrolled in coursework from more that one CTE program area, separate the codes with a (~) I.e. A~B • A Agriculture & Natural Resources • B Business & Information Technology • F Family & Consumer Science • M Marketing Education • T Technology & Engineering

  16. Cell 18: CTE Concentrator A CTE Concentrator is a secondary student who has completed a minimum of 2 CTE courses within the student’s chosen pathway and is enrolled in continuing CTE course(s) in that pathway for the current year. Enter one of the following codes: 1 Student is a CTE Concentrator and is enrolled in an operational Program of Study (CESA does not have “operational” POS’s) 2 Student is a CTE Concentrator and is not enrolled in an operational Program of Study N Student is not a CTE concentrator *** Check Field Manual on page 12 for Special Circumstances

  17. Cell 19: Instructional Area Code • Enter an appropriate 4-digit code from pages 22-27 of Field Manual for each CTE Concentrator • The code should reflect the focus of the student’s planned sequence of secondary CTE courses leading to skills for employment after graduation and/or the continuation of students at an Institution of higher education

  18. Cell 20: Non-Certified Learning Experience • Enter a minimum of 1 code for each CTE concentrator. • Use a (~) for multiple entries. • Co-op • Supervised Occupational Experience (Many agriculture students fit in this category.) • Simulation • Internship • Other (Provide written description) • None at this time (Enter 6 if a student is involved in a Certificated Learning Experience • Definitions on page 14 of the Field Manual

  19. Cell 21: Certificated Learning Experience • Enter a minimum of 1 code for each CTE concentrator. • Use a (~) for multiple entries • Youth Apprenticeship Program • State Certified Cooperative Education Skill Standards Program • Employability Skills Certificate Program • Business/Industry Sponsored Certificate Program • None at this time Definitions on page 14 - 15

  20. Cell 22: Certificated Learning Completion • Enter a code for each certificated program identified in Cell 21 • If the student was involved in more than one program, enter all codes separated by a (~) • Enter the completion codes in the same sequence of the program codes found in Cell 21 • Student met the requirements and was awarded a certificate • Student is continuing in the program • Student has left the program before completion • Student completed program but did not meet requirements for the certificate Leave cell blank if the student is coded 5 in cell 21

  21. Cell 23: Completion Status • Enter a code for every student based on status at the end of the reporting year. C1 Student graduated and is a CTE Concentrator D1 Student graduated but is: a CTE concentrator who has not completed 3rd course is only a CTE participant is NOT a CTE participant D2 Student has dropped out of school D3 Student has died during current reporting year B1 Student transferred to another district A1 Student is continuing their secondary studies

  22. Cell 24: Compulsory School Attendance • For students who attended a technical college for the reason of compulsory school attendance pursuant to 118.15(1) Wis. Stats • Enter the 2 place alpha code on the page 19 for the technical college attending • Enter X if not applicable • Cell 25: Youth Options Attendance • Enter 2-place alpha code for technical college • Enter the 4 digit code for the UW System campus • Enter the 4 digit code for Other College Code • Enter X if not applicable • See Page 19 for codes

  23. Cells 26 - 31 deal with CTE coursework that has articulated credit arrangements with post-secondary educational institutions: advanced standing, transcripted credit, tech prep, and/or youth apprenticeship. Each of these arrangements must have written documentation on file to support the participation. • NOTE: If a student participates in CTE coursework that has articulation agreements with post-secondary institutions, that student should be marked as a CTE participant and cells 16 - 23 should be coded accordingly.

  24. Cells 26: Articulated Course Participation-Advanced Standing • For students enrolled in high school CTE courses articulated for advanced standing through the technical college system: • Enter the 2 place alpha code where agreement is valid • Enter the multiple appropriate codes using (~) • Enter X if not applicable • Cell 27: Articulated Course Completion-Advanced Standing • For students coded with participation in cell 26 • Enter Y for Yes if student has fulfilled requirements • Enter the multiple appropriate codes using (~) • Enter N for no if student did not complete requirements • Enter X if not applicable

  25. Cell 28: Articulated Course Participation - Transcripted Credit • For students enrolled in high school CTE courses articulated for transcripted credit through the technical college system: • Enter the 2 place alpha code where agreement is valid • Enter the multiple appropriate codes using (~) • Enter X if not applicable • Cell 29: Articulated Course Completion - Transcripted Credit • For students coded with participation in cell 28 • Enter Y for Yes if student has fulfilled requirements • Enter the multiple appropriate codes using (~) • Enter N for no if student did not complete requirements • Enter X if not applicable

  26. Cell 30: Articulated Course Participation - Youth Apprenticeship • For students enrolled in CTE courses that are part of the WI YA program and have the potential of advanced standing or transcripted credit through the technical college or university system: • Enter the 2 place alpha code where agreement is valid • Enter the 4 digit numeric code of a university • Enter the multiple appropriate codes using (~) • Enter X if not applicable • Cell 31: Articulated Course Completion - Youth Apprenticeship • For students coded with participation in cell 30 • Enter Y for Yes if student has fulfilled requirements • Enter the multiple appropriate codes using (~) • Enter N for no if student did not complete requirements • Enter X if not applicable

  27. Cell 32: Course Participation - Transcripted Credit - University • For students enrolled in courses articulated for transcripted credit through the UW System: • Enter the 4 digit alpha code where agreement is valid • Enter the multiple appropriate codes using (~) • Enter X if not applicable • Cell 33: Course Completion - Transcripted Credit - University • For students coded with participation in cell 33 • Enter Y for Yes if student has fulfilled requirements • Enter the multiple appropriate codes using (~) • Enter N for no if student did not complete requirements • Enter X if not applicable
