EU Treaty: Article 151 Culture first mentioned in any treaty in 1992 – 40 years on… • the flowering of the cultures of the Member States, while respecting national and regional diversity and…bringing common cultural heritage to the fore • encouraging co-operation between Member States… • foster co-operation with third countries and the competent international organisations… in particular the Council of Europe • the Community shall take cultural aspects into account in its actions under other provisions of this Treaty, in particular to respect and to promote the diversity of its cultures • shall adopt incentive measures (excluding the harmonisation of the laws & regulations of Member States) …shall act unanimously…

Trans-National Funds: Features • Co-operation • Partnership • Project grants – not annual / revenue funding • Partners from (usually) at leastthree different European countries • Project idea developed with other partners • Range of themes and topics • Some clearly linked to Lisbon Agenda – e.g. education & training, research & development • Some not directly linked to Lisbon Agenda – e.g. culture • EU will provide 50% (sometimes more) of the project budget

Culture 2007 3 main objectives – to promote / encourage: • Transnational mobility of people working in the cultural sector • Transnational circulation of works and cultural and artistic products • Intercultural dialogue Three broad “measures” to be implemented: • Cultural Actions, which includes “special actions”: • European Capitals of Culture, prizes, & work with 3rd countries • Bodies active at the European level: • (existing) culturalnetworks • Analyses and collection & dissemination of information: • CCPs, studies & analyses, internet tool(s) for co-operation

Media 2007 • “to strengthen Europe’s film, television and new media industries” • preserve and enhance Europe's cultural diversity and its cinematographic and audiovisual heritage, guarantee its accessibility for European citizens and promote intercultural dialogue; • increase the circulation of European audiovisual works inside and outside the European Union; • increase the competitiveness of the European audiovisual sector in an open and competitive market • Assistance may cover up to 50% of the project costs, rising to 75% for certain kinds of training projects. Activities to be supported are: • Training (7%) • Development (20%) • Distribution (55%) • Promotion (9%) • Pilot projects (4%) • MEDIA Desks and Observatory (5%) • Budget of €755m for 7 years. Switzerland eligible as of 01.01.2006

Lifelong Learning 2007-2013 Strong link to Lisbon Agenda Decentralisation of decision-making Integrated Action Programme: • School education: Comenius • Higher education: Erasmus • Vocational training: Leonardo da Vinci • Adult education: Grundtvig • European integration: Jean Monnet Programme • Transversal Actions Budget of €13.62 billion

Leonardo da Vinci Vocational training programme: • Projects managed by National Agencies • Focus on transfer of innovation into one country from others • New partnerships action will consist of small-scale projects enabling training organisations to co-operate on themes of mutual interest • Networks action has been significantly reinforced • Targets include 150,000 people in placements in companies each year • UK contact point will be ECOTEC

Grundtvig Focus on adult education: • Adult learner mobility to participate in various types of formal or non-formal adult education abroad • Staff exchanges • European assistantships for young adult educators • Innovation projects • Targets include supporting the mobility of25,000 individuals involved in adult education per year • UK contact point will be ECOTEC

Technological Research: from 2007 Competitiveness & Innovation Framework Programme Information Society: i2010 7th Framework Programme – includes: • Information and communication technologies • Socio-economic sciences and the humanities • Budget of € 50.521 billion e - Content Plus Programme (2005-2008) • To make digital content in Europe more accessible, usable & exploitable (includes “cultural and scientific/scholarly content”) • Budget of € 149 million • Next deadline is (was) 19 October 2006 UK contact point is UKISHELP (Peter Walters)

Structural Funds: The Funds • Cohesion Fund (not applicable to UK) • European Regional Development Fund (ERDF) • European Social Fund (ESF) NB: The above funds stay the same from 2007-2013 • European Agricultural Guidance and Guarantee Fund (EAGGF) – becomes European Agricultural Fund for Rural Development (EAFRD) • Financial Instrument for Fisheries Guidance (FIFG) – becomes European Fisheries Fund (EFF)

  15. Who gets what in the UK ? Convergence Regions (€ 2.6 bn): • Cornwall and Isles of Scilly • West Wales and the Valleys Competitiveness Areas (€ 6.2 bn): • All regions of UK (?) • Special Phasing-Out Funding: Highlands & Islands • Special Phasing-In Funding: Merseyside, South Yorkshire, Northern Ireland Regional Territorial Co-operation (€ 0.6 bn): • As per Interreg groupings, with some amendments

  16. Role of Culture ? General • Among the priorities is the “promotion of natural and cultural assets as potential for the development of sustainable tourism”, and “the protection and enhancement of cultural heritage in support of development…” European Territorial Co-operation • “…entrepreneurship and the development of SMEs, tourism and culture” • “…social and cultural infrastructures in particular in the health and education sectors”

  17. “Community Strategic Guidelines” Three priorities: • Improving the attractiveness of Member States, regions and cities by improving accessibility, ensuring adequate quality and level of services, and preserving their environmental potential • Encouraging innovation, entrepreneurship and the growth of the knowledge economy by research and innovation capacities, including new ICT • Creating more and better jobs by attracting more people into employment or entrepreneurial activity, improving the adaptability of workers and enterprises and increasing investment in human capital (ESF)

ERDF Guidelines in England * Four main priorities: • Promoting innovation and knowledge transfer (R&D, links between HE and business) • Stimulating enterprise and supporting successful business (support for SMEs and social enterprises) • Ensuring sustainable development, production and consumption (renewable energy, environment) • Building sustainable communities (social enterprise, helping deprived areas, improving access to employment and public services) * excluding Cornwall & Isles of Scilly (Convergence ERDF guidelines are slightly different)

European Territorial Co-operation • To strengthen cross-border co-operation through joint local and regional initiatives (€5.57bn), trans-national co-operation aiming at integrated territorial development (€1.58bn) and inter-regional co-operation and exchange of experience (€392m) • Very similar in structure and eligible areas to current Interreg III programme • There will be the option of forming a “European Grouping of Territorial Co-operation” (EGTC) to manage such projects

  20. CAP: Changes in the Rules CAP used to support farmers to produce an excess or nothing. New rules encompass a focus on “rural regeneration”. New EAFRD has four "priority axes": • Axis 1 – Farming/Forestry Competitiveness (10%) • Axis 2 – Environmental Land Management (agri-environment) (80%) • Axis 3 – Quality of life and diversification in rural areas (10%) • Axis 4 – Leaderprogramme assisting rural communities to improve quality of life and economic prosperity (cross-cutting) (5% via others) Axis 2 run at a national level in England, managed by Natural England. Others to be managed regionally by the Regional Development Agencies. Will there be support (or even awareness?) for cultural projects ???

  21. Simplified Timetable • Guidelines to be adopted by EU in October (after discussions by Member States) • Each Member State to prepare National Strategic Reference Framework – UK undertook consultation this year and will publish proposed UK Framework shortly • Once Framework is finalised, consultations begin on Operational Programmes (former SPDs) – these should be finalised early in 2007 • This will be followed by calls for proposals…
