  1. IFTA Agreement Procedures Committee (APC) Report to Membership Kim Knox-Lawrence, Chair

  2. “Thank you” for the invitation to Attend the Annual IFTA Business Meeting and update you on our Committee’s work.

  3. COMMITTEE MEMBERS

  4. BOARD CHARGE The APC was charged completing the IFTA Commissioner Training Committee’s work. Charge: To identify needs for training, recommend how training needs can be met and determine whether to develop written materials, a webinar or both.

  5. Sub Committee: Cindy Swanson (CA) – Lead Kim Plante (VT) Ghyslaine Lepage (QC) Marie Stark (MT) The group has worked hard to get this task completed. 7 Webinars were recorded: The IFTA Organization The History of IFTA and IRP The IFTA Inc. Website The IFTA Inc. Clearinghouse The Ballot and CBI Processes The Program Compliance Review Process The Dispute Resolution Process

  7. The APC is also currently working on the 2014 3rd Annual IFTA/IRP Mangers’ and Law Enforcement Workshop for our part in the workshop we have come up with several topics.

  8. WORKSHOP TOPICS • Electronic filing • Electronic Credentials • Receipts – some jurisdiction requiring original receipts some do not • Multiple IFTA licenses • Non-IFTA Fuel • Suspension/Revocation Terminology as stated in IFTA Agreement • Funds Netting

  9. WORKSHOP TOPICS • Interactive Roadside Compliance Demonstration • Hands-on demonstration to show how decals are scanned in California when a truck is stopped and how the KY Automated Truck Screenings (KATS) works. These demonstrations will show the importance of updating the IFTA demographic • Roadside Collections in CA & KY • Representatives will discuss how their jurisdictions conduct their roadside compliance enforcement of the IFTA law enforcement initiative, the M & M Blitz. They will discuss when, where, who is involved and the results. • Dual Fuel and what has happened since last year • Two Canadian jurisdictions will update the group on what has happened since last year and how they are handling dual fuel returns for IFTA

  10. BALLOT REVIEW We have also created a sub-committee to discuss the current ballots that are out there to be voted on. Specifically the ballot 3, that is sponsored by the IFTA Audit Committee worked on by the I-CAWG.
