The gas price overlay is a 12 month average gas price and therefore ridership, employment, and gas data are all 12 month averages.  The graph uses 12 month weighted averages, thereby giving a more accurate representation of the monthly NTD data.  However, the ridership and employment data have been indexed for a clear comparison
