  6. Public Hearings • Public Hearing to receive comment on the CDBG 2012 Annual Plan

  7. Unfinished Business-Ordinances • Ordinance (2nd and 3rd readings) - to amend the zoning map to rezone property located at 313-315 Springdale Street from R-U to R-R to allow for the establishment of a coin-operated laundromat on the first floor and two residential apartments on the second floor of the building. • Ordinance (2nd and 3rd readings) - to amend the zoning map to provide for certain corrections and clarifications and to rezone 24 parcels on Willowbrook Road from B-H to RO.

  8. Unfinished Business-Resolutions • Resolution (2nd and 3rd readings) - to adopt the December 2011 Neighborhood Element of the City's 2013 Comprehensive Plan.

  10. Orders • Order accepting the bid of Corinthian Stoneworks & Design for the purchase, delivery and erection of the National Road Monument and Dedication Plaque (City Project 15-11-M) in the amount of $21,138.00 • Order approving the execution of a Certificate of Satisfaction relieving the lien of the Deed of Trust made by Connie Nelson on a Community Legacy Code Compliance forgivable loan granted for improvements to 477 Baltimore Avenue.

  11. Orders • Order accepting the sole source proposal of CSX Transportation in an amount not-to-exceed $80,000 to provide CSXT flagging and/or support services in accordance with the Facility Encroachment Agreement approved August 16, 2011 for the construction of the Cedar Street CSO Improvements Project (09-08-S). Costs to be reimbursed through MDE grant funding.

  12. Orders • Order accepting the proposal of Davenport & Co. to provide professional services relative to the establishment of a financial recovery plan in an amount not-to-exceed amount of $70,000. • Order accepting a Deed of Dedication of Public Infrastructure from First United Bank and Trust to convey certain infrastructure of the subdivision known as The Pointe, formerly known as Allegany Highland Estates, and accepting said infrastructure as part of the public infrastructure of the City.

  13. Orders • Order authorizing the Chief of Police to accept a GOCCP grant for the acceptance of a License Plate Reader (LPR) valued at $18,471.00, for installation on a Cumberland Police Department vehicle, at no cost to the City. • Order authorizing the execution of a Property Access Agreement with MD Department of the Environment regarding 1002-1012 Virginia Avenue to allow MDE to investigate, evaluate and address potential impacts from oil release at or near the property.

  14. Orders • Order authorizing the execution of an Electronic Transaction Agreement with Official Payments Corporation (OPC) for the provision of electronic check payment and credit/debit card payment services. • Order approving a Programmatic Agreement with Maryland Historical Trust and the Advisory Council on Historic Preservation related to Section 106 reviews involving the use of Community Development Block Grant funds. The Agreement is for a five-year term and will replace the expiring document from 2005.

  15. Orders • Order approving the sole source purchase of a 4" pressure sustaining valve from Shafer, Troxell & Howell, Inc. for use on the McNamee Water Storage Tank, in the amount of $2,524.00 • Order declaring two (2) 1993 Chevy Vans to be surplus property (VIN # 1GCCM15Z3PB181124 ; VIN #1GCCM15Z1PB153922)

  16. Orders • Order accepting the proposal of Whitman, Requardt & Associates, LLP in an estimated amount not to exceed $35,000 for engineering services to evaluate the potential for accepting additional wastewater flow discharge from Mexico Farms, LLC into the City system. Engineering costs associated with the evaluation will be reimbursed to the City by Mexico Farms, LLC.

  17. Orders • Order accepting the proposal of Whitman, Requardt & Associates, LLP to provide engineering services to re-evaluate the Wastewater Treatment Plant’s Industrial Pretreatment Program Local Limits and associated industrial discharge surcharge rates at an estimated cost of $34,997.

  18. Orders • Order approving a "Declaration of Intent" submitted by the City Comptroller as notification of the intent to reimburse the City from up to $200,000 in loan funds to be received from MD Department of the Environment for a portion of the engineering costs for the CSO Storage Facility at the Waste Water Treatment Plant (01-10-WWTP).
