  2. Introduction • Where are local authorities in Hampshire with implementing CIL? • How is the County Council engaging with the districts on CIL? • Governance arrangements for transfer of funds • The likely impact of CIL in Hampshire

  3. Where are local authorities in Hampshire with implementing CIL? Submitted for Examination Currently consulting on the Draft Charging Schedule Basingstoke & Deane Hart Rushmoor Test Valley East Hampshire Completed Draft Charging Schedule Consultation Winchester On Hold Eastleigh South Downs National Park Implementing CIL New Forest District New Forest National Park Havant Approval Granted – Awaiting Implementation Fareham Portsmouth Southampton Gosport

  4. How is the County Council engaging with the districts on CIL? • HCC Resources • Infrastructure Planning • Working in Partnership with the Districts • Formal Engagement through Consultation • Implementation of CIL

  5. HCC Resources • Strategic Infrastructure Planning team sits within Strategic Planning alongside DM, Monitoring & Enforcement, Planning Policy and Environmental Strategy • Corporate Responsibilities: • Strategic Infrastructure Planning • Coordination of major developments • Monitoring of section 106 contributions • CIL

  6. Infrastructure Planning

  7. Working in Partnership with the Districts • Hampshire CIL Officer’s Group • 11 districts, 2 national parks and 2 unitary authorities • Sharing best practice and problem solving • Membership of CIL Project Boards/Steering Groups

  8. Formal Engagement through Consultation • Corporate response coordinated by Strategic Infrastructure team following internal consultation • Concentrate on following areas: • Strategic Developments • Extra Care Housing • Regulation 123 List

  9. The Regulation 123 List • Key area of concern for the County Council • Particularly in respect of highways – need to ensure the Highway Authority’s powers are not fettered • HCC recommending specific approach wherever possible

  10. Havant Borough Council Risk of perceived ‘double dipping’ May be confusing…better to have named school on the list

  11. Winchester City Council No exclusions required for transport as only the named schemes are intended to be funded by CIL. Very specific exclusions so more transparent for developers

  12. Implementation of CIL • Practicalities of dealing with planning applications post CIL: • Conflict between Local Plan requirements and Reg 123 list • Managing section 106 agreements (pooling restrictions)

  13. Governance Arrangements for Transfer of Funds • Havant – bidding process • Request for bids 25 July, bids to be submitted 29 August!! • 5 bids submitted by HCC – 3 transport schemes, 1 primary school extension and improvements to a library • Total cost of HCC bids = £10m • Expected annual CIL receipts = £1.5m • Winchester – fixed proportion • Wanted to pass over a set amount for HCC to determine how to spend • Currently HCC collects between £600k - £1m annually, the majority for transport • WCC Cabinet decision to pass HCC 25% of residual CIL funds Expected annual CIL receipts = £800k - £1m • Expected annual CIL funds to HCC = £130k - £162.5k
