UNDAF M&E M&E • The UNDAF Monitoring and the UNDAF Evaluation processes • Purpose: increase focus on Results Based Management (RBM) and accountability for results • Strengthen teamwork and ownership of the UNDAF • Continued review of capacity needs • Regular and systematic assessment of progress

  4. Challenges Feedback Overview • Many indicators are not following SMART criteria, including at the Outcome level: • Specific • Measurable • Attainable • Relevant • Time-bound • Due to funding gaps and strategic reorientations, some outputs might not be addressed

  5. Statistical Review Feedback Overview Review of the indicators with a Statistical Advisor by the end of the Annual Review Process to: • identify the needs of reformulation; • ensure the relevance and consistency in the data presented in the M&E matrix; • propose new statistical indicators as appropriate, and • ensure that the indicators meet international best-practices

M&E • What’s important in the new M&E requirements? • Annual review is mandatory and must be documented • At least one progress report per cycle is required • UNCTs and governments should agree on how UNDAF Progress Report is to be used and its frequency • Mid-term reviews not necessary. • Flexibility: possibility to align annual review with national review.

THE THREE MAIN STEPS OF THE ANNUAL REVIEW PROCESS • STEP 3: High level UNDAF consultation with Government • Meeting called by Government and/or RC and coordinated by government coordinating body and RCO to: • Endorse conclusions of UNDAF outcome reviews • Consider issues identified in lessons learned and define way forward • Look for examples of inter-linkage between outcomes High-level UNDAF consultation with Government Product: UNDAF Review documenting lessons learned and way forward Product: Synthesis of agency consultations by UNDAF Outcome area, describing progress towards UNDAF outcomes and key UN contributions • STEP 2: Annual review of UNDAF Outcomes • Review Progress towards achieving UNDAF Outcomes against established indicators, baselines and targets. • Identify strategic contribution of agencies and evidence their contribution • Analyze UN contribution and its ongoing relevance to country context. • Review outcome level proposed work plans for the following year. Inter-Agency Working Groups and UNDAF M&E Working Group • STEP 1: Annual Review of UNDAF Outputs • Review and assess progress of UNDAF Output as part of agency specific Annual Review. • For shared Outputs, involved agencies should collectively review progress. • Assess constraints and opportunities and relevance of UNDAF Outputs to national priorities and identify strategic shifts • Update Output level indicators, as necessary. • Agree on draft Annual Work Plans Product: Agency specific findings emerging from their annual reviews and annual work plans for following year. Next steps Feedback Overview • Agencies to conduct annual consultations at the Output level on their individual programmes / projects to review and agree with their national counterparts on progress made, by 31 January 2011. • With inputs from the Chairs of the UNDAF and Integrated Working Groups, the UNDAF M&E Working Group will prepare a synthesis for each Outcome, describing progress made and key UN contributions. • Hold a high level UNDAF consultation with the Government by the end of March 2011.
