The Good - Get global back up as center of the political Agenda - Universal participation and acceptance of Multilateralism with responsibility • The bad: • - Unaccountable and uncertain [No • broad legal structure for specific • global cooperation] • Nationally Intended Commitment, • Hardly Based on Science www.equitybd.net

CoP-22: CSO Proposal in favor of Vulnerable People Would temperature be possible to control? - Today, the world is 0.85°C warmer than pre-industrial levels - Below 1.50 C (50% chance) - Below 2.00 C (66% chance) AR-5 analysis by the scientist. Need realistic compliance target on emission reduction and to be followed as most stringent for big emitting countries www.equitybd.net

CoP-22: CSO Proposal in favor of Vulnerable People Our stand points in the CoP-22 negotiation In the discourse on INDC Current global pledge of INDC insufficient toward 1.50C pathway - The current INDCs represent substantially less than half of the reduction in emissions required by 2030. - The commitments captured in INDCs will not keep temperatures below 20C, much less 1.50C, above pre-industrial levels. Even if all countries meet their INDC commitments, the world is likely to warm by a devastating 30C or more. (CSO Review on INDC) www.equitybd.net

CoP-22: CSO Proposal in favor of Vulnerable People Our stand points in the CoP-22 negotiation In the discourse on INDC Big gap in the notion of “Equity & Fare Share” responsibility in mitigation - Russia: INDC represents zero contribution towards its fair share - Japan: INDC represents about one tenth of its fair share - United States: INDC represents about a fifth of its fair share - European Union: INDC represents just over a fifth of its fair share China, Indonesia, India and Brazil’s INDC represents slightly more than two thirds of its fair share. CoP-22: CSO Proposal in favor of Vulnerable People Our stand points in the CoP-22 negotiation In the discourse on Finance - Clear Roadmap for US$ 100bln after 2020 - Demand of implementing of “Article 09”. That means Finance will be New, Additional and Public Grant - 50% Fund for Adaptation - No any Co-Financing Option. - GCF will Facilitate the Capacity Building for MVCs for direct and easy Access to the Fund. CoP-22: CSO Proposal in favor of Vulnerable People Our stand points in the CoP-22 negotiation In the discourse Loss & Damage - The UN climate regime still lacks an official definition of loss and damage and funding streams remain limited. This has a cost. Who will pay for this inaction shown by UNFCCC? - WIM (Warsaw International Mechanism) must address the L &D issue within UNFCC framework. - Dedicated Funding Mechanism. www.equitybd.net

CoP-22: CSO Proposal in favor of Vulnerable People Our stand points in the CoP-22 negotiation In the discourse Climate Induce Migration - The scenario is looming large [19 million displaced in 2014. IOM] - Bangladesh could not manage this issue solely due to its geographical limitation. So International process needed and it should be under UNFCC Process. The Present Task Force need to work out for globally accepted mechanism for climate induced migration. www.equitybd.net

CoP-22: CSO Proposal in favor of Vulnerable People Our stand points in the CoP-22 negotiation In the discourse of Technology shifting: - No IPR regime or conditionality for MVCs in case of their adaptation and mitigation effort. - All sort of technology (for both adaptation and mitigation) have to be provided following country specific and need- based. - PA and its new implementation framework must be provisioned for representation of LDCs to ensured in Technology, assessment, transfer and support mechanism. www.equitybd.net
