Issues with Plan • Clear Direction on Scoping • Data Issues- Made explicit so as not to raise expectations or disappoint. • Suggestions on expected organization beyond general categories- • Start with Cape Town and look at targets across the board, then tasks to targets • Targets along continuum, each target seperately • 5 and 9 as groups

  3. Core Issues • Relevance- • Does GEOSS align with the Cape Town priorities? • Does each strategic target support some element of the Cape Town priorities? • Is each task relevant to achieving the given strategic target? • Is there a continued need for the activity at each level?

Core Issues • Performance • To what extent are the tasks being implemented as planned? • Considering the Cape Town priorities, is adequate progress being made toward achieving each strategic target? • Is adequate progress being made in overall GEOSS implementation? • What are the unintended impacts of GEOSS, either positive or negative? • Are there any internal/external factors and/or challenges/barriers that influence the initial success of GEOSS? • Will the performance information provide the necessary data required for future evaluations? • What are the best practices and lessons learned from implementation of GEOSS?
