  4. Four Vision Objectives 1. Make Lao PDR Green to ensure peoples livelihood, biodiversity and contribute to mitigate the global warming from greenhouse gas emission • 2. Make Lao PDR Clean and Beautiful to ensure good environmental quality for Lao people • 3. Contribute to the green growth economy to achieve sustainable development and contribute to the climate change mitigation • 4. Prepare Lao PDR for Climate Change Adaptation and Reduction of natural Disaster impact

  5. Vision Target Indicators 1. Make Lao PDR Green to ensure peoples livelihood, biodiversity and contribute to mitigate the global warming from greenhouse gas emission with 4 milestones • 1.1 Increase forest area (cover) in the country by 70% 1.2 Reserve 50% of protected and protection area for biodiversity protection and managed effectively 1.3 Streets, household plots, public building areas and office areas greened with trees • 1. 4 Promote cities larger than 100,000 people having a park available with trees and effective management system for people’s recreation

Make Lao PDR Clean and Beautiful to ensure good environmental quality for Lao people with 7 milestones: • 2.1 Water quantity and quality in 10 river basins to satisfied the national water quality and quantity standards to ensure minimum negative impact on ecosystem • 2.2 Agriculture and forestry sector has reduced the use of hazardous chemicals by 15%; • _________________ • 2.3 Reduce the waste generation in the municipal areas across the country by 30% • 2.4 60% of household in the municipalities in the six priority provinces and household along the national road 13 implement proper waste separation practise • ____________________ • 2.5 Reduce water and air pollution for industries and services by 30% • 2.6 Main roads and public areas in municipalities and the important tourist areas have effective and efficient clean up waste collection system • ____________________ • 2.7 Mainstream the ISP in the development and improvement of cities and rural areas

Contribute to the green growth economy to achieve sustainable development and contribute to the climate change mitigation • with 4 milestones: • 3.1 Increase the green production satisfying ISO 14001 environmental management standards every year • 3.2 Reduce resource consumption (water, energy and raw materials) from industry and tourist services and domestic households every year • 3.3 Minimise the socio-economic and environmental impact from investment projects (hydropower, mining, infrastructure, industry, industrial plantation, urban development etc) • 3.4 Reduce the greenhouse gas emission from transport of goods and people by 15%

  8. Vision Milestones • 4. Prepare Lao PDR for Climate Change Adaptation and Reduction of natural Disaster impact with 3 milestones: • 4.1 Lao people have easy and timely access to updated climate change and disaster data and information to support livelihood and socio-economic development planning • 4.2 The people that live in all areas vulnerable to disaster have knowledge and good understanding and are prepared to respond and recover from disasters • 4.3 Reduce the risk and impact from natural disaster to livelihood, agricultural products, public and private investment

Theme 1 Sustainable Planning and Management of the Use of Natural Resources (Land, water, forest and minerals) Result 1: Sustainable use, management, protection and conservation of natural resources to support long term sustainable economic development through 4 strategy statement: 1.1 Implement sustainable, fair and integrated land use master plan and administration system to reduce conflict in land use and support environmental quality management and sustainable use of natural resources 1.2 Implement integrated water resources management plan to ensure the balance between the use of water resources 1.3 Implement sustainable and participatory forest and biodiversity administration and management system to ensure the forest area, access to non-timber forest products, food security, improved rural livelihood and biodiversity protection; 1.4 Implement sustainable mineral resources development and management plan to ensure maximum social benefits and minimum negative environmental impacts from mining activities in particular in affected communities.

Theme 2 Sustainable Environmental Quality Management for Green, Clean and Beautiful City and Rural Development Result 2: Healthy environmental quality in Lao Cities and rural areas to ensure wellbeing of Lao people through 8 strategy statements: 2.1 Promote the implementation of land use master planning and ISP in the sustainable improvement and development of cities and rural areas; 2.2 Implement legislations, standards, guidelines and mechanisms for effective and efficient pollution control and management in municipalities across the country (land, water and air) 2.3 Implement mechanisms to promote green production, initiatives and lifestyle 2.4 Continue to implement education and awareness programs on environmental protection and sustainable use of natural resources 2.5 Promote the implementation of ISO14001/2004 Environmental Management System in medium and large scale industries across the country 2.6 Promote the implementation of the 3R concept (reduce, reuse and recover) in the tourism service sector 2.7 Effective and strict implementation of EIA process as an important tools in planning and decision making, for approval of investment projects and activities 2.8 Engage investment projects and local based business to contribute to develop and improve the living standard and the local environmental quality

Theme 3 Strengthening capacity of Lao PDR on Climate Change Adaptation and Mitigation and Disaster Risk Reduction Result 3: Lao PDR and its people is informed and prepared for adapting climate change, responding to the CC impacts (Natural Disaster) and contributing to global greenhouse gas emission reduction: 3.1 Mainstream climate change adaptation and mitigation and disaster management into relevant sector policies, program and action plans; 3.2 Implement research programs to study and disseminate the updates climate change scientific data and develop maps of vulnerable and high risk disaster areas to support in policy and strategy planning, national socio-economic development plans of line sectors at central and local levels and for people livelihood; 3.3 Implement public awareness raising programs on climate change and related impacts to ensure the effective use of local resources, appropriate governance arrangements and community participation in CC adaptation and disaster management and prevention; 3.4 Implement effective and efficient disaster protection and prevention measures and management system including preparedness, warning, protection, rescue, recover and rehabilitation systems, to ensure the protection and relocation of people and valuable assets in time.

Theme 4 Maintaining and Enhancing MoNRE Coordination, Cooperation and Integration with Line Sectors and Regional and International Initiatives Result 4: Effective and efficient coordination and collaboration with line section and regional and international partners to ensure the implementation of MEAs mutual benefits of shared natural resources and minimal cumulative and trans-boundary impacts through 2 strategy statements: 4.1 Effectively and efficiently coordinate and cooperate with line sectors (at central and local levels) and regional and international organisations, to ensure implementation of MoNRE vision, strategy and action plan including MEAs related to natural resources and environment; 4.2 Effectively and efficiently report the progress of the implementation of MoNRE vision, strategy and action plan, including MEAs related to natural resources and environment, to ensure information and data sharing for better management of shared natural resources, to reduce cumulative and trans-boundary impacts.

Theme 5 Building MONRE Institutional Capacity effectively, efficiently and sustainably Result 5: MONRE implements its mandate effectively, efficiently and sustainably through 3 strategy statements: 5.1 Improve and develop the necessary legislations, guidelines, mechanisms and procedures for sustainable implementation of the MoNRE mandate 5.2 Implement short and long term human resource development and management plans to ensure sufficient, efficient and competent technical staff to fulfil the MoNRE mandate. 5.3 To ensure that MoNRE has the funding sources and sufficient available budget with easy access and timely transfer of the budget to ensure fulfilment of the MoNRE mandate.

MilestonesProgramme 1Land Administration and Management • Completion of development and implementation of National Master Land Use Plan and Integrated Land Allocation in 18 provinces and 91 districts and 3,492 villages across the country with the participation of districts and villages; • Completion of development and lunching of land legislation, such as land policy and land law, together with completion of development of comprehensive integrated land administration mechanism and system • Issuing 500,000 land titles across the country; • Completion of issuance of land census of 1.4 million plots across the country and development of land database system with registration of 900,000 plots in the database system; • Strive for increasing revenue from technical services by 15 to 20% per year.

  17. MilestoneProgramme 2Water Resources, Meteorology and Hydrology Management • Completion of development and implementation of revision and approval of water law and decree on river basin committee • Completion of development and implementation of approval of meteorology and hydrology law and relevant regulations; • Completion of development and implementation of mechanisms and integrated water resources management plans (IWRMP) in the 10 priority river basins • Completion of development and implementation of mechanisms and infrastructure basis for monitoring and assessment of the conditions of surface water and groundwater • Completion of development and implementation of the scope for research on the hydrologic, physical, chemical and biological characteristics of water bodies and classification of water bodies, watersheds and aquifer recharge areas in the 7 priority river basins and other potential sub-basins; • Completion of development and implementation of the database and database network system of water resources from central until local level across the country; • Completion of development and implementation of pilot demonstration projects on a national integrated water park as a resource area for research, study tours, training, and knowledge exchange and, general public awareness rises; • In cooperation with Water Resource Faculty, National University of Lao PDR, Completion of development and implementation of curriculums and the capacity building programs in the hydrology and meteorology sector for bachelor degree. • Completion of National and 3 Regional Water Analysis Laboratories

  18. Programme 3: Forest Resources and Biodiversity Management • Completion of the design of, and obtaining approval for a new Forest Law and its decrees (conservation and protection forests) in order to modernize forest and biodiversity management • Completion of forest survey, allocation and rehabilitation to achieve 70% of forest are of total area (2020) with 35,000 ha of forest plantation and 1.5 million ha of natural grown forest • Completion of improvement of forest administration system to ensure sustainable and effective use and management of forest resources; • Completion of development and improvement of registration of biodiversity species in Lao PDR and endanger biodiversity species. • Completion of development and implementation of baseline study and development of mechanisms, regulations and guidelines for managing and reducing greenhouse gases from deforestation and forest degradation; • Completion of development and implementation of two national biodiversity parks: Nam At-PhouLauy and Nakhai-Nam Theun Protected Forests

  19. Programme 4Mineral Resources Management • Completion of development and implementation of integrated database management system to ensure coordination between line sectors as a basis for sustainable planning and management of mineral resources • Development of 1:200,000 map of potential mineral resources areas for economic development in the northern part • Development of 1:200,000 map of the mineral resources area of 75,045 km2 to achieve 50% of such area; • Completion and lunching of decree on mineral conservation, together with completion of the survey and identification of mineral resources and planning for sustainable management, conservation and protection of 12 areas (27,950.82 km2) across the country reserved and protected for long term sustainable development; • Completion of development, implementation and monitoring and evaluation of the implementation mechanism and regulations for management of mineral prospecting and exploration and feasibility studies to minimise the social and environmental impacts and ecological balance and maximize the optimal socio-economic benefits. • Completion of improvement of mineral laboratory and museum

  20. Programme 5.1Environmental Quality Promotion • Completion of development, approval and lunching of SEA decree and guideline and ISP decree and guideline • Completion of development and implementation of national, provincial and district ISP and 50% of the ISP provinces have mainstreamed ISP into the socio-economic development planning; • Completion of development and implementation of the concept frameworks, mechanisms and guideline for sustainable city development to ensure Green, Clean and Beautiful cities piloted in cities along road 13 located along Mekong River and at least 10 model project or activities and five green, clean and beautiful model schools per province; • Completion of development and implementation of national policies and mechanism to promote the green initiatives in Lao PDR society including integrating regional and international green initiatives.; • Completion of development and implementation of environmental education curriculum for all education levels in corporation with Ministry of Education • Number of Lao people that have knowledge and are aware of environmental pollution and the possible health impact, proper environmental quality management and sustainable resource consumption have increased

  21. Programme 5.2Pollution Control and Management • Completion of the development and implementation of legislations, standards, guidelines and mechanisms for pollution control and management in municipalities across the country: • -Reduce water and air pollution for industries and services by 10%; • Protect water quality in 10 river basins to satisfy water quality standards to ensure minimum negative impact • Agriculture and forestry sector has reduced the use of hazardous chemicals by 5%; • Reduce the waste generation in the municipal areas across the country by 10% • 20% of household in the municipalities in the six priority provinces and household along the national road 13 implement proper waste separation practise • Main roads and public areas in municipalities and the important tourist areas have effective and efficient clean up waste collection system • Completion of development and implementation of a centralized pollution database covering solid waste, hazardous material, soil pollution, air and noise emission and wastewater in the 6 targeted Cities located along Mekong rivers;

Programme 5.3Environmental Impact Assessment, Management and Monitoring of Investment Projects • Completion of development, improvement and implementation of legislations and technical guidelines and checklists related to EIA process as an important tools in planning and decision making, for approval of (concession agreements) investment projects and activities (hydropower projects, mineral prospecting and exploration projects, agricultural projects, industrial projects, and other infrastructure projects) • Completion of the development and implementation of effective and efficient environmental management and monitoring systems of the implementation of environmental and mitigation measure of all investment projects and activities that receive Environmental Compliance Certificate approving the EIA report to ensure that the project owner fully and adequate comply with environmental and social obligations • Completion of development and operation of advanced database for effective and efficient data and information management of environmental compliance certificates and compliance monitoring of the implementation of environmental and social obligations of all development projects across the country;

  23. Programme 5.4 Climate Change Adaptation and Disaster Risk Reduction • Completion of development and implementation of climate change and disaster laws, strategies and action plan on disaster reduction 2015 to 2020, NCCC 3, (NAPs) and INDCs report; • Completion of establishment of disaster prevention and management committee and climate change committee at central and local levels; • Completion of the development and implementation of efficient and effective guidelines and mechanisms for mainstreaming disaster protection, prevention and management and climate change adaption line sector policies, strategies, programs and plans at central and local levels piloting climate change adaptation project in agriculture and forestry sectors and disaster protection and prevention in public works sector; • Completion of establishment of national disaster prevention and climate change fund as an important mechanism for climate change scientific research (study of potential impacts on environmental, social and economic aspects in different sectors) and identification and assessment of vulnerable areas to climate change and natural disaster risk • Completion of development, implementation and monitoring of disaster protection and prevention measures and disaster management system (warning system, emergency response and assistance, rehabitation and recovery) in all disaster venerable and high risk areas to ensure the protection and relocation of people and valuable assets in time; • Completion of conducting research programs to study and disseminate the updates climate change scientific data and develop maps of vulnerable and high risk disaster areas to support in policy and strategy planning, national socio-economic development plans of line sectors at central and local levels and for people livelihood;

  24. Programme 6 Coordination, Cooperation and Integration with Line Sectors, Regional and International Initiatives • Completion of streamlining and mainstreaming MEAs and regional cooperation frameworks, including MRC and AEC and commitment related to natural resources and environment into national socio-economic development plans, MONRE action plans and line sector plans to ensure the implementation of committed obligations ; • Development and implementation of effective and efficient mechanism for coordinating, monitoring, and reporting systems to ensure regular report on the implementation of MEAs, and regional and international cooperation frameworks.

  25. Programme 7 Institutional Capacity Development • Completion of improvement, development and implementation of the necessary legislations, standards, guidelines, mechanisms and procedures for sustainable implementation of the MoNRE mandate • Completion of improvement and implementation of the effective and efficient MONRE’s institutional mechanisms and short and long term human resource development and management plans to ensure sufficient, efficient and competent technical staff to fulfil the MoNRE mandate ; • Implementation of sustainable financial mechanism for ensuring sufficient and funding timely obtaining and transparent utilization of funds for MONRE activities; • Completion of development and Implementation of centralized and integrated database system for efficient and effective NRE data and information management and sharing within MONRE and with line ministries, universities, Medias, private sectors, international organizations, donors and regional environmental authorities.
