Equality Delivery System - who it covers Protected characteristics The EDS is designed to make improvements for patients & staff - based on NHSNW, Police Service and L/A • Age • Disability • Gender re-assignment • Marriage and civil partnership • Race including national identity and ethnicity • Religion or belief • Sex (that is, is someone female or male) • Sexual orientation • Pregnancy and maternity The EDS applies to people afforded protection, by the Equality Act 2010, from unfavourable treatment because of specified ‘protected’ characteristics The EDS may apply to those not protected by the Equality Act but who face stigma when accessing or using services, such as homeless people

Equality Delivery System - what it delivers NHS Outcomes Framework The EDS helps the NHS comply with the Public Sector Equality Duty • Preventing ill health • Helping people recover from illnesses and accidents • Coping with long-term conditions • Ensuring patient safety • Improving patient experience • The EDS helps the NHS to deliver on the : • The NHS Outcomes Framework • The right and pledges of the NHS Constitution for patients and staff The EDS helps organisations address health inequalities in general, improving outcomes and reducing gaps

  4. 8 EDS The process and the role for RCN Identify local interests - including patients, communities, staff and local third sector Step 1 Assemble evidence - including JSNAs, Public Health data, CQC surveys & local surveys Step 2 Agree roles with LINks / HealthWatch, Public Health, Health & Well-Being Boards and other parts of the Local Authority Step 3 Analyse performance on 18 Outcomes for each protected group, with local interests Step 4

  5. 8 EDS - the process Jointly agree overall Grade for each Outcome, with local interests Step 5 Jointly select a Priority Action for each Objective, with local interests Step 6 Integrate Priority Actions in mainstream business including QIPP response and Quality Accounts Step 7 Publish grades /actions locally; share with Health &Well-Being Boards; alert CQC to serious concerns Step 8

EDS - Analysis Organisations analyse and grade their equality performance against 18outcomes grouped into 4objectives: Better health outcomes for all 1 Improved patient access and experience 2 Empowered, engaged and included staff 3 Inclusive leadership 4 Account is taken of CQC Essential Standards and the Human Rights Act 1998 (“FREDA”)

EDS - grades For each outcome, one of four grades can be chosen, and related to a RAGG rating : Excelling - Gold Achieving - Green Developing - Amber Undeveloped - Red Very good outcomes, evidence fully used, local interests fully engaged & equality part of mainstream business Poor outcomes, evidence not used, local interests not engaged & equality not part of mainstream processes

Regional progress on EDS implementation - Summary • Governance and leadership - very good • Buy-in from NHS Boards at a local and regional level – in progress • Buy-in from emerging GP consortia and PCT Clusters - more progress needed • Resources identified and allocated to local NHS organisations. • Communications / engagement plans – good • Engagement - • voluntary and community sector, LAs, LINKs / HealthWatch; patients / carers and NHS staff – good • GPConsortia and Pathfinders - more progress needed
