  3. 主要理論家 • Jean-Jacques Rousseau • 1712-1778 • Woodrow Wilson • 1856-1924 • Immanuel Kant • 1724-1804 相信人類行為的根本動機在自我保存，且具天生的「憐憫心」，使人懂得「合作」創造美好的社會與政治制度。 要各國必須採共和體制，建立聯邦，制定國際法，以創立「世界聯邦」的最終目的。 自由主義的實踐者，期待透過新制度改善國際社會、減少戰爭。

  4. 關於自由主義的基本概念 • 人類所有行為都基於理性原則(rationality) • 並非只有國家能主導國際社會的發展 • 合作(cooperation)能為人類帶來更大利益 • 人類具有改良制度的動機與能力 (motivations to improvements)
