What is the 30 hours? • The extended entitlement will be available from September 17 and is an extension of the current universal entitlement to 15hrs for 3 & 4 year olds • It will provide an additional 15 hours to children from working families • Eligible Parents will be offered 15 hours regardless of number of hours worked • The additional 15 hours will be available to eligible children aged 3 at the start of the term following their 3rd birthday until the child is attending Reception • Providers do not have to offer the extended entitlement • All funded providers will be part of the extended entitlement

  4. Who will be eligible for the 30 hours? Families will be eligible when • both parents are working or the sole parent is working in a lone parent family(including self-employed persons) • and each parent earns • on average, a weekly minimum equivalent to 16 hours at national minimum wage (NMW) or national living wage (NLW). Parents do not necessarily need to actually work 16 hours a week, but rather their earnings must reflect at least 16 hours of work at NMW or NLW • and less than £100,000 per year (per individual). • Foster carers are eligible for their own children but not the children they foster • There are additional criteria for parents with substantial caring responsibilities and those temporary away from work

Checking Eligibility-Proposed National Process National and Local processes are currently in development • Parents will make applications directly with HMRC who will confirm they are eligible for the extended entitlement hours • Providers will validate the eligibility through a web service provided by the LA before offering a place • Providers will access funding through the LA • If family circumstances change HMRC will provide a grace period end date to assist parents whose employment circumstances change and providers to plan for loss of the funded hours

Proposed rates • 2017/18 the base rates will remain the same as 2016/17 rates • There will be a reduction in deprivation rates • All rates will be confirmed via Bradford Schools Online in March • You will be asked in March to confirm the hours you intend to offer. This will be repeated termly on the gateway so you can amend if needed

  8. Statutory duty • The local authority has a Statutory Duty to secure Sufficient Early Education places for the existing universal and additional extended entitlement • Where we identify there are insufficient places to meet parental demand, we will share this information with potential providers wanting to expand or set up new childcare.

  25. How can the 30 hours be delivered? From September 2017 there will be greater flexibility for providers offering funding hours • maximum session length10 hours 6am -8pm • no minimum session length • a maximum of 2 sites in a single day • over more than 38 weeks of the year • outside of school terms • at weekends

Flexible Offer The Government want to ensure that children are able to take up their full entitlement of a funded place at times that best support their learning, and at times which fit with the needs of parents to enable them to work • Blended models of delivery • Partnership will be essential to deliver the entitlement at a local level • Not all providers will be able to offer flexible provision • Some providers may only offer the universal hours whilst others will offer both

Partnership- Early Implementers key messages • The single provider model has been most popular followed by when parents have chosen two providers 1 has always been the local school • Group providers need help to have sound business planning and operational delivery models based on parents needs • Providers need to have confidence that there is demand • Parents need to be kept up-dated or they find alternative care • All areas have quoted partnerships as key to successful flexible delivery Shared commitment to raise outcomes for families and children in the district

Partnerships continued In your groups consider the following: • Do we need further partnerships or is there something already in place? • Using the maps do you know your potential partners, could you signpost parents when needed? • Do you know your childcare market? • Do you think there are enough places or do you think there will be an issue when 30 hours is introduced?
