Agenda • Roll Call • Task Force Consensus Priorities • Brainstorm 1: Update to MMPA (Allen Briskin & Aaron Seib) • Reflect needed changes as a result of HIPAA Final Rule • Revisions informed by implementers experience using Release 1.1 • Brainstorm 2: Extending MMPA to improve reflecting “Other HIO” concept touched on in current release (Austin O’Flynn & Aaron Seib) • Mods to better reflect flow-downs of Healtheway DURSA • Mods to better reflect emerging InterHIO agreements related to Direct • Examples: DirectTrust Federated Agreement; SureScripts Bi-lateral Agreement; CA D&TS(?) • Sub-Task Groups: Task Group members affinity to either or both? (All) • Drafting work plan to bring sub-task group work products together • Closing Comments Next Meeting: Friday, March 1, 2013

MMPA Release 2.0 Consensus Priorities Update MMPA to reflect Final Rule & early-adopter inputs Draft Straw-man update based on Release 1.1 and work with Task Force Members that have been implementing the MMPA in the field to reflect lessons learned. Extend the MMPA to reflect modular support for HIO’s participation in Other-HIO contracts Construct an inter-HIO module that is basic, high level, utilizing a stepping stone approach. This module will have an eye to the future and will be informed by work completed by the States – Requirements to be considered from stakeholder perspective.

Updates to MMPA 1.1 • Brainstorm 1: Update to MMPA (Allen Briskin & Aaron Seib) • Reflect needed changes as a result of HIPAA Final Rule • List of changes needed outlined in meeting 2/15 • Resurrect that list and ask for additional input (to reflect Final Rule) • Revisions informed by adopters experience using Release 1.1 • Would like to hear from anyone to provide feedback • Creating the communications channel to encourage greater utilization of the MMPA as a significant starting point for the community. • Endorsements may be unrealistic but we need to promote • We want specific ways that we can improve. Concrete comments on what is good and feedback about what to improve. • It would be great to capture who is using this by putting it into an open source license? GNU type licensing?? For CQI. • Allow for distribution – ask downloaders to register to get it sent to them. Gives us a mechanism to follow-up. • To get updates as they are released.

Other HIO Extension • Brainstorm 2: Extending MMPA to improve reflecting “Other HIO” concept touched on in current release (Austin O’Flynn & Aaron Seib) • Mods to better reflect flow-downs of Healtheway DURSA • Mods to better reflect emerging InterHIO agreements related to Direct • Examples: DirectTrust Federated Agreement; SureScripts Bi-lateral Agreement; • Provider Directory CoP • Includes Labs, registries, Payers • CA D&TS(?)
