Add the 3rd lane to Interstate 57 • From I-24 (MP 44) to I-64 (MP 92) is 48 miles • ADT • 2009 ADT = 30,000 vehicles per day • @ 2.2% growth rate 2030 ADT = 48,000 vpd • 2009 Average Daily Truck Traffic = 30% or 10,000 Trucks per day • Estimated Cost to Widen to 6 lanes = $350 M (does not include rehabilitation of the exist. Pavement)

  3. IDOT conducted a Feasibility Study in Franklin County to investigate adding the 3rd lane to I-57

Feasibility Study in Franklin County Conclusions • Yes, the I-57 traffic warrants an additional lane • Widening should be accomplished by widening to the inside: • minimizes right of way cost and impacts • includes closed drainage where median is less than 64’ • requires widening of bridges • does not impact overhead structures and interchanges • Costs (excludes structures & rehabilitation of the existing pavement) • Inside Alternate (50’ existing median): $890/ft • Inside Alternate (64’ existing median): $1,030/ft • Inside Alternate (80’ existing median): $790/ft

Upcoming I-57 Rubblization Contracts • I-57 Rubblization in Williamson and Franklin County, 2nd Federal Stimulus (“Jobs for Main St. Act”: • NB – Williamson/Franklin County line to IL 14 • SB – IL 14 to north of IL 13 • NB – 9.9 miles • SB – 16.2 miles • Estimated Cost - $32.7 M • Summer 2010 - work should begin in May and be complete in September • Lane closures and delays expected

Upcoming I-57 Rubblization Contracts • I-57 Rubblization in Jefferson County, Construction Now program: • NB & SB - from the Franklin County line to 1 mile north of Bonnie • 6.6 miles • Estimated Cost - $15.8 • Work in late 2010 and 2011 • Work may begin in September, 2010 and be completed by July 1, 2011 • Lane closures and delays expected

Vernon, to MP 96, I-64 north of Mt. Vernon; design under way to add third lane and replace the pavement. Construction planned for 2011. • Funded in MYP - MP 54 Marion, design underway to complete the 3rd lane through Marion

Add 3rd lane to I- 57 in fundable, usable segments/contracts • Unfunded ---- 1st priority: add third lane for 12.7 miles from north of IL 13 in Williamson County to south the Middle Fork Big Muddy River in Franklin County (north of Benton) • Total Cost = $65 M • 12.7 miles of 3rd lane = $56 M • I-57 over Pond Creek, SN 028-0001&0002, replacement, $6.0 M • I-57 over Lake Creek Branch, SN 100-0010 & 0011, widen structure and superstructure replacement, $3.0 M

Or • Unfunded – 2nd choice: add third lane for 8 miles from north of IL 13 in Williamson County to the Williamson / Franklin County Line • Total Cost = $36.5 M • 8 miles of 3rd lane (80’ median, open drainage) = $33.5 M • I-57 over Lake Creek Branch, SN 100-0010 & 0011, widen structure and superstructure replacement, $3.0 M • May be ready for a September, 2010 letting

Job Supported by Highway Investments • The Federal Highway Administration (FHWA) estimates that a $1 billion of Federal highway expenditure supports 30,000 jobs which includes direct, supporting, and induced positions, defined as: • Construction oriented employment, includes all jobs created by the construction firms that work directly on the project or by the firms that provide direct inputs (paving materials, steel, concrete, etc.) to the construction project; • Supporting industries' employment, includes jobs in firms that provide inputs to the industries that directly provide materials and equipment used in highway construction. For example, a firm that produces guard rails is counted as 'construction oriented' employment but the firm that provides the sheet steel to make the guard rails is considered part of 'supporting industries' employment; and • Induced employment, includes all of the jobs supported by consumer expenditures resulting from wages to 'construction oriented' and 'supporting industries' employment.

Job Supported by Highway Investments • $1 billion of Federal-aid expenditure supported: • 10,300 construction oriented jobs; • 4,600 supporting industries' jobs; • and 15,000 induced employment jobs • $350 M in highway expenditures, according to FHWA, should translate into: • 3600 construction oriented jobs; • 1600 supporting industries' jobs; • and 5250 induced employment jobs
